The role
The Internal Control Manager is responsible for implementing, directing and overseeing the auditing and compliance programs. The Internal Control Manager supports senior management teams by evaluating adequacy and effectiveness of the governance, risk management and control systems. S/he will conduct and direct audits and ongoing reviews of organisation controls, operating procedures, and compliance with policies and regulations. The internal Control Manager will assess the soundness, effectiveness, and proper application of accounting and financial controls, compliance procedures and controls and timeliness of documentation generation. S/he will assess the adequacy and extent of programs designed to safeguard organisation assets. S/he will compile and issue reports detailing conclusions and providing recommendations for improvements. S/he will direct and appraise the activities of audit and compliance personnel. S/he will recommend employee training and modifications to procedures as needed. S/he will serve as a liaison for all external audit and regulatory agencies. S/he will be responsible for fraud management and prevention in DRC. S/he will be responsible for overseeing external and internal audits.
The post holder will be expected to build strong relationships across the organisation and ensure they are kept up-to-date with changes and events that have a significant impact on the risk profile of actual or potential programmes in the country.
Qualifications and experience
- Qualified internal auditor or accountant
- Good spoken and written French and English
- Extensive experience in relevant operational areas (e.g. in programme/project management in an INGO context) and be willing to learn the appropriate audit skills
- Be highly accurate, detail-orientated, and able to complete multiple projects, with conflicting priorities, on a timely basis
- Excellent written communication ( report writing) skills
- Highly developed interpersonal and communication skills including influencing, negotiation and relationship building
- Strong results-orientation, with the ability to challenge existing mind sets
- Willingness to undertake high amount of travel within the DRC SCI field locations (40%) and work with minimum supervision under difficult conditions in some of the most underdeveloped, insecure and remote parts of DRC.
- Strong cultural awareness and be able to work well in an international environment with people from diverse backgrounds and cultures
- Demonstrate standards of ethics and integrity
- Experience of risk-based auditing
- Track record of leading a small team for specific short-term audit or other work assignments and delivering high quality timely results
- Experience of evaluating systems and processes, identifying weaknesses and areas of improvements
- Extensive experience in relevant operational areas (e.g. in programme/project management in an INGO context) and be willing to learn the appropriate audit skills
- Commitment to Save the Children's values
- INGO experience or have worked in a commercial/public sector international organisation
- Familiarity with grant requirements of major donors such as USAID, EC/ECHO, DfID and the UN
- Good financial analysis aptitude
- Experience of Agresso financial software or other ERP softwares
- Experience of audit
- Counter fraud experience
- Ability to look at the bigger picture when assessing organisational performance and risk
