Overview:
Community-based monitoring offers the potential of increasing domestic oversight and advocacy for improvements to HIV treatment, particularly as it affects key populations. Affected communities consume most ART services but usually lack the necessary capacity and information needed to participate meaningfully in decision-making that shapes treatment programs that directly impact their lives. To address the needs identified, ITPC developed a Concept Note intended to provide catalytic support to centralize and standardize treatment access data, through the creation of treatment observatories in 11 West African countries, in order to improve regional advocacy for ART access.
In 2016, ITPC received notification that the concept note to the Global Fund was successful, and has been recommended for a 3-year grant. In line with the approved project plan, ITPC will support the development of Community Treatment Observatories, empowering networks of people living with HIV to systematically collect and analyze qualitative and quantitative data on barriers to access. The goal is to increase access to treatment in 11 West African countries: Benin, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Senegal, Sierra Leone and Togo. The grant will enable ITPC to extend its community-based monitoring of HIV treatment to these eleven countries between January 2017 and December 2019.
Job Description:
ITPC is seeking a dynamic professional to serve as its Regional Finance Manager. The Regional Finance Manager forms part of the ITPC Global Fund Project Team and has the primary responsibility to manage the day-to-day efficient financial operations of this 3-year Project. This position reports directly to the Community Treatment Monitoring Project Director (The Global Fund Project Director) based in Abidjan.
Candidates must be bilingual (English and French) and available for extensive travel for the duration of the 3-year project.
Main Job Tasks and Responsibilities
Finance:
- Implement and ensure adherence to policies and procedures and internal controls
- Serve as the point person for banking needs; liaise with bank personnel
- Serve as the point person for financial requirements of the Global Fund grant for the Project Team, in liaison with ITPC Global Finance Manager and the Director of Finance and Administration at ITPC Global
- Work directly with Global Fund Sub-recipients finance staff
- Process all accounts payable via check requests and wire transfer requests
- Process small grants distribution for the different countries
- Process travel, accommodations and per diems for the project team
- Assist in the on-boarding of the project staff making sure all required forms are completed and submitted
- Process project staff payroll and relevant payroll taxes
- Manage petty cash for the project
- Reconcile all project staff monthly payments including the securing of supporting documentation
- Maintain accounting systems
- Assist in the annual project-related audit processes; work with auditors to produce requested paperwork
- Ensure compliance with operational and company laws in Côte d’Ivoire for the Project office (VAT compliance, taxation, key filings, etc.)
Grants Administration:
- Work closely with the project staff for an efficient approval and processing of regional installments and small grants
- Liaise with project staff on timely submission of required narrative and financial reports from the sub-recipients in the 11 countries
Management
- Supervise Project Accountant, auxiliary support (driver, security guard, etc.)
Education & Experience Requirements
- Minimum five (5) years relevant experience in nonprofit, philanthropic sector or related field is required
- Knowledge of international government funding and reporting requirements (Global Fund, USAID, etc.) is highly preferred
- Degree in finance and business administration or accounting is required
- Advanced computer experience is required – MS Office: Word, Excel, Access, Outlook and PowerPoint, and Adobe
- Working knowledge of accounting and database software is required
- Experience in web-based and electronic-based document management tools and practices
- Interest, experience, and/or academic training in HIV/AIDS, public health, human rights, international development, or related field is a plus
