The United Nations Children's Fund (UNICEF), Djibouti Country Office, invites applications from interested person for the above mentioned consultancy in the office of the Representative to support Fundraising, Advocacy and External Communications interventions.
Background and Rationale -
With a population of 818 000 inhabitants according to the 2009 census and sustained economic growth the Republic of Djibouti is a middle-income country. Seven out of 10 inhabitants live in urban areas and six out of 10 in the city of Djibouti. The under-five morality rate dropped from 123 deaths per 1,000 live births in 1990 to 91 per 1,000 in 2010. Efforts to improve the child survival and development rates face nutritional challenges since 23 per cent of children under five are underweight. The maternal mortality rate is very high; there are currently 300 maternal deaths per 100,000 live births. Nine out of 10 people now have access to drinking water, but only 50 per cent of the population has the use of improved sanitation facilities.
Djibouti is facing a widespread AIDS epidemic; the prevalence rate is 2.5 per cent for adults. Only 40 per cent of people living with HIV have access to antiretroviral drugs and only 3 per cent of pregnant women follow a comprehensive prophylaxis programme to prevent mother-to-child transmission of the virus. The situation of young people outside the school system is of particular concern because they lack "life skills". Although Djibouti is on track to eliminate gender disparity in primary education by 2022, one of every four children is not enrolled in school. Girls still represent a minority of first-year enrolments in basic education (45 per cent).
The UNICEF programme in the country is adjusting to the changing development/country context, but to be able to put the urgently needed interventions into practice, a reliable and large amount of funding is needed over several years to come. To ensure the funding needed for the next few years, the country office s has developed a concrete 2014-2015 Fundraising and Leveraging strategy including an action plan, involving bilateral as much as private donors. Advocacy for key children related topics, as well as leveraging resources for children is also a must for the office. Finally, the office urgently needs good quality proposals and donor reports to regain the trust of the donors in the CO and maintain some key partnerships. The Djibouti Country Office (DCO) has developed a 2015-2017 Communication and Public Advocacy Strategy in line with the Global Communication and Public Advocacy Strategy's strategic orientations which still needs to be implemented. The national company, Djibouti Telecom, has the monopoly on all telecom services. The online community remains limited. Internet access in Djibouti is still relatively slow and costly, with limited or non-connectivity in most rural areas. However, the country office has an active Facebook and You Tube pages.
Purpose of Assignment and Objective -
Under the supervision of the Representative, the consultant will support the Representative in assuring the quality of all external communications of the office via the web, presentations, media package, and communications to donors in the form of fundraising proposals and donor reports. Furthermore, he/she will revise and implement the Fundraising Strategy and assist to prepare briefing notes. UNICEF has a refreshed brand identity, which moved from "Unite for Children" to "For Every Child". In parallel to the UNICEF@70 celebrations, UNICEF Country office is marking its 35th anniversary. The consultant will help to reposition and strengthen the brand using a "global" approach.

Geographical scope -
The Consultant will be based in the UNICEF office in Djibouti, with travel to the field as needed.
Duration of Contract -
The duration of the contract will be 11. 5 months, from the 15th of March 2017. Grade : P-3
Supervision and Reporting -
The selected candidate will report to the Representative and will work in partnership with the Deputy Representative for programme inputs as well as with the C4D Officer for inputs on the local and social media and partnerships.
