Overview:
 
Community-based monitoring offers the potential of increasing domestic oversight and advocacy for improvements to HIV treatment, particularly as it affects key populations. Affected communities consume most ART services but usually lack the necessary capacity and information needed to participate meaningfully in decision-making that shapes treatment programs that directly impact their lives. To address the needs identified, ITPC developed a Concept Note intended to provide catalytic support to centralize and standardize treatment access data, through the creation of treatment observatories in 11 West African countries, in order to improve regional advocacy for ART access.
 
In 2016, ITPC received notification that the concept note to the Global Fund was successful, and has been recommended for a 3-year grant. In line with the approved project plan, ITPC will support the development of Community Treatment Observatories, empowering networks of people living with HIV to systematically collect and analyze qualitative and quantitative data on barriers to access. The goal is to increase access to treatment in 11 West African countries: Benin, Côte d’Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Senegal, Sierra Leone and Togo. The grant will enable ITPC to extend its community-based monitoring of HIV treatment to these eleven countries between January 2017 and December 2019.
 
Job Description
 
ITPC is seeking a dynamic professional to serve as its Monitoring & Evaluation, and Research Officer to support and develop the M & E System of the Regional Community Treatment Observatory Project in West Africa, a 3 years Project funded by The Global Fund. This position reports directly to the Community Treatment Monitoring Project Director (The Global Fund Project Director) based in Abidjan.
 
Candidates must be bilingual (English and French) and available for extensive travel for the duration of the 3-year project.
 
Main Tasks and Responsibilities
  • General M&E
  1. Develop and strengthen M&E systems (tools, process & database) for the Community
  2. Streamline M&E systems, processes and tools across the targeted countries, and create a harmonized organizational M&E system for Community Treatment Observatories
  3. Develop and strengthen the Community Treatment Observatory M&E tools and frameworks to articulate the impact of the observatory at regional level
  4. Develop research agenda and facilitate operational research to support evidence based advocacy initiatives at country and regional levels
  5. Strength the capacity at regional and country levels on M&E systems and community participatory research
  6. Facilitate the operationalize the Project’s M&E Plan, i.e. conduct trainings on key components of the M&E plan with sub-recipients (data collection, analysis, quality check and improvement, etc) frameworks, and systems/database processes
  • Community Treatment Observatories
  1. Design and create data systems and processes to facilitate community treatment monitoring mechanisms and/or community treatment observatories
  2. Build  capacity  of  sub-recipients,  and  communities  to  undertake  community
  3. participatory research to inform the community treatment observatories and advocacy initiatives
  4. Oversee the implementation of Community Observatories systems and processes
  5. Oversee and mentor SRs M&E focal points on the M&E processes and the facilitation of community treatment observatories
  • Impact analysis and supporting evidence based advocacy 
  1. Develop evidence to support the creation of a regional advocacy agenda for ITPC in West Africa
  2. Facilitate impact monitoring and analysis 
  3. Support development of organizational publications, and presentations that demonstrate the impact of the treatment observatories 
  • Travel extensively to the countries where the Community Treatment Observatory model is implemented to support programmatic implementation, work with SRs, and undertake organization tasks
Education & Experience Requirements
  • Minimum 7-8 years relevant experience in developing monitoring & evaluation systems and frameworks for nonprofit, philanthropic sector or related field is required
  • Knowledge and experience working in a country and regional context
  • Graduate degree preferred
  • Experience with participatory research methods
  • Advanced computer experience is required – MS Office: Word, Excel, Access, Outlook and PowerPoint, and Adobe.
  • Experience in web-based and electronic-based data/M&E management tools and practices
  • Interest, experience, and/or academic training in HIV/AIDS, public health, human rights, international development, or related field is a plus
