Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.
Context:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM is
dedicated to promoting human and orderly migration for the benefit of all. It does so by providing
services and advice to governments and migrants.
Under the overall supervision of the Head of Office and the direct supervision of the Head of
MAD (Migrant Assistance Division) Programmes, the incumbent will be responsible for
managing the implementation of the counter human trafficking projects “Action to Support the
National Coordinating Committee on Combatting and Preventing Trafficking in Persons to
Create a Safe and Secure Environment in Egypt” (financed by the EU) and “Strengthening
Governmental Efforts to Combat Human Trafficking through Increased Prosecution and
Enhanced Victim Protection in Egypt” (financed by US Department of State).
Core Functions / Responsibilities:
• Plan, manage and coordinate with the CT Project Assistant the implementation of the
abovementioned EU-funded and US Department of State projects.
• Monitor and evaluate all project aspects, including proper identification of beneficiaries,
according to IOM standards and procedures as well as donor requirements/standards, with a
view to recommend appropriate action for enhanced project implementation and monitoring.
• Establish and maintain strong partnerships and liaison with Governmental entities, local
authorities, NGOs, International Organizations, donor, other actors linked to the implementation
of the project.
• Keep abreast of policies, international standards and best practices relating to the rights of
migrant, vulnerable migrants and, in particular, victims of human trafficking; support IOM staff in
sharing and advocating for their development and implementation with relevant partners in
Government and civil society.
• Explore possibilities and carry out expanded collaboration with relevant authorities and
partners on project-related activities; identify new project possibilities arising from the IOM CO
Egypt’s programs in relation to expressed governmental needs, donors’ priorities and in line with
IOM’s mandate and strategy; formulate new programs/projects.
• Prepare all abovementioned project-related documents and reports, ensure proper information
exchange on all operational aspects of the project between IOM, donors and other stakeholders;
prepare and collate general and specific information on program activities as requested by
donors/external parties, IOM Missions, HQs and other internal counterparts as well as other
reports, as requested.
• Regularly review and advise the Head of MAD Programmes and the Head of Office on overall
direction and strategy of the abovementioned project and other related programmes for
effectiveness, coherence and integrity, working to build linkages and synergies with other IOM
programs in the Mission.
• Attend staff meetings when and where requested; attend by-weekly MAD team meetings;
attend and/or chair or co-chair relevant meeting and working groups when and where
requested.
• Supervise the CT Project Assistant.
• Perform any other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International relations
and/or Law or a related field from an accredited academic institution with five years of relevant
professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• At least 5 years of professional experience preferably with a Government agency, International
or Supranational Organization or NGO in managing implementation of project activities.
• Knowledge of human rights, migration management and referral mechanisms of countering
human trafficking (prevention, protection and prosecution).
• Experience in raising awareness in the public domain and organizing training for practitioners
with different profiles.
• Experience in liaising with governmental and non-governmental institutions, and other sectorial
actors, such as International Organizations, donors, etc.
• Highly developed written and verbal communication skills.
• Experience working with MS Office package.
Languages
Fluency in English and French is required. Working knowledge of Arabic is an advantage.

Other:
Internationally recruited professional staff are required to be mobile.
