Director, Rome-Based Agencies and Committee on World Food Security

ABOUT WFP
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. WFP is looking to fill the Director, Rome-Based Agencies and Committee on World Food Security (PGR), D1 role based in our Rome, Italy Headquarters.
ORGANIZATIONAL CONTEXT
WFP is at the crossroads of a historic time with the implementation of its new transformative policies, including the Strategic Plan (2017-2021). The new set of policies equips WFP to support Member States achieve Agenda 2030 and the sustainable development goals, in particular SDG 2 “End hunger, achieve food security and improved nutrition and promote sustainable agriculture” and SDG 17, “Strengthen the means of implementation and revitalize the global partnership for sustainable development.”
In this context, the primary purpose of this position is to support WFP’s transformative change by promoting collaboration and partnership with the Rome-Based Agencies -the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the World Food Programme (WFP) - and the Committee on World Food Security (CFS) team.
The Director of the RBAs Unit will identify opportunities to collaborate with the other Rome-Based Agencies to maximize collective impact. The Director is expected to think strategically and have strong ability to understand and analyse political contexts, within the UN and Global systems. The Director shall work to nurture and enhance RBAs collaboration at all levels in line with the “Collaboration among the United Nations Rome-based Agencies: Delivering on the 2030 Agenda” paper. Robust networking and excellency in internal as well as external communication, in addition to strong diplomatic skills and experience in negotiating at all levels, will be required.
KEY ACCOUNTABILITIES (not all-inclusive)
  • Support and promote the global implementation of the “Collaboration among the United Nations Rome-based Agencies: Delivering on the 2030 Agenda”
  • Develop and implement a strategy aimed at sustaining collaborative relationships with the two Rome-Based Agencies: FAO and IFAD
  • Work with WFP Regional Directors and Country Directors to assist identifying focus countries, joint priority areas and joint monitoring of progress of RBA collaboration
  • Develop and implement a plan to ensure timely and cost effective delivery of results in accordance with the overall strategic plan
  • Partner with RBAs at the global level in areas such as policy dialogue, communication and advocacy, among others
  • Assess and identify ways to enrich cross-sector, multi-sectoral and intra-governmental coordination at the country level
  • Strengthen and expand joint in-depth analysis of ongoing collaboration, with a focus on country and regional levels
  • Represent WFP within UN and other multilateral bodies and with Member States to provide expert advice and increase WFP’s profile and protect its interests
  • Lead the identification of opportunities to develop synergies with UN agencies and other stakeholders; provide innovative recommendations to senior WFP staff; and facilitate partnerships in order to support more effective and efficient approach to food assistance.
  • Oversee the coordination of inputs from WFP to inter-governmental/interagency work to ensure that WFP positions are properly explained and taken into account in decision making
  • Understand and translate Governing Body guidance into strategic actions, both at headquarters and country levels
  • Lead, motivate and coach teams to enable continued development and high performance
  • Other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language. Fluency (level C) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Minimum of 15 years of relevant professional experience
  • Proven record of developing successful long-term partnerships among multiple organizations
  • Policy advisory experience in the field of international development
  • Demonstrated knowledge and sound understanding of the UN system and Agenda 2030, particularly regarding food assistance
  • Political analysis and capability to develop strategies and implement strategic objectives, both at headquarters and country levels
  • Proven experience in multilateral policy development
  • Ability to effectively analyse, synthesize, and present complex information in a clear and convincing manner, both written and oral
  • Leader with demonstrated ability to engage multicultural staff, manage a team to achieve multiple operating and strategic goals
  • Presence, experience, and maturity to meet represent the organization with key senior level stakeholders within and outside the organization
  • Excellent communication skills
  • Proven leadership and negotiation skills in multilateral settings and experience in interacting with governments and partners.

TERMS AND CONDITIONS
The selected candidate will be employed on a Fixed Term appointment, renewable. WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, 30 days’ annual vacation, home leave, an education grant for dependent children, pension plan and medical insurance.
