Context
Operation Clean Freetown is a joint public, private and INGO initiative with the vision of meaningfully contributing to the realisation of Government of Sierra Leone (GoSL) Recovery Priorities reflected in the public health and private sector development (PSD) sectors. Improved management of municipal solid waste (MMSW) service is an expressed priority need of FCC and WARDC residents. The GoSL National Integrated Waste Management Policy recognized management of municipal solid waste (MMSW) as one of the key areas of focus. However, the need has not appropriately been met as a result of limited financial, human, management and equipment capacities of service providers and regulatory bodies.
This project aims at holistically improving efficiency and quality of solid waste collection and disposal services, while simultaneously working to improve awareness and demand for services. The main activities include infrastructural improvement for the Kingtom Dumping Site and transit points; intensive clean-up and awareness raising campaigns in FCC and WARDC; and establishment of 102 youth groups that will be engaged in provision of door-to-door waste collection services in Western Area Urban and Rural districts .To support the delivery of this 15 month programme Oxfam as lead agency of FWC seeks to employ a highly experienced Project Manager who will deliver this project in close coordination with relevant line Ministries, local councils, and private sectors.

Do you have the ability to coordinate, Support and work with others to deliver strong projects within a challenging context? If you are, then Oxfam in Sierra Leone has an exciting opportunity for you to fill the vacant position of Operation Clean Freetown Program manager within its WASH programme. You will be responsible for the overall management of the Operation Clean Freetown Programme. You will be working with the Freetown Consortium team and partners to deliver the project through effective management and supervision of resources. You will provide leadership, implementation and daily management of the project. You should have budget management experience.
The successful candidates will;
Lead on Oxfam’s contribution to technical coordination activities among the stakeholders and consortium members.
Check all project expenditure is in line with donor requirements relevant Oxfam policies and procedures
Coordinate with consortium members and stakeholders to check timely delivery of tasks and responsibilities.
Develop linkages of youth groups with regular programme in consortium working area as an exit strategy of Operation Clean Freetown Project
Coordinate with consortium members and stakeholders to prepare timely narrative and financial donor reports.
Work with stakeholders and consortium members on key project issues and policies.
The candidate will have;
At least 5 years of experience managing /coordinating project
Proven experience and understanding of partnership management and working with government entities and private sectors
Strong background in monitoring (programme and budget)
Excellent interpersonal and coordination skill
Strong analytical and problem solving skills
Excellent written and spoken English with demonstrable experience of report writing.
Ability to work under pressure often to strict deadline
Desirable skills and competence;
Understanding of the Sierra Leone context and experience of working in different countries within West African region
Previous experience of working within a consortium model or network of organisation.
