National Consultant

Core Functions / Responsibilities:
Under the overall guidance and supervision of IOM and MoSEEA the incumbent will be responsible for the following tasks:
  1. Collect and analyse available policy and legislative documents of relevance to engaging Egyptians in local community development in close consultation with IOM and MoSEEA.
  2. Identify all relevant central and local level governmental institutions responsible for or related in a way or another to local development initiatives, along with existing coordination mechanisms and potential inter-linkages between the different relevant governmental institutions.
  3. Analyse the role of each institution in engaging Egyptians and harnessing their development potential and review the needs to reinforce their role and inter-institutional coordination.
  4. Provide policy based recommendations for enforcing a framework for the engagement of Egyptians for local community development.
  5. Draft a report on the conducted review and analysis;
  6. Present the findings to IOM and MoSEEA.
Deliverables:
A final report including recommendations from Egyptian officials on how to address the needs for engaging Egyptians in local community development initiatives.
Required Qualifications and Experience:
Education
  • Graduate degree in Economics, Political Science, Management, or any related field;
    Experience
  • A minimum of 5 years work experience in undertaking policy and legislative related reviews and advising on policy development.
  • Excellent knowledge of migration in the context of Egypt, dynamics and challenges to engage Egyptian communities in local community development.
  • Proficiency in report writing in English or Arabic.
  • Ability to work and communicate effectively with government officials and with a variety of people and organizations, both internally and externally.
  • Experience in facilitating training workshops or focus group discussions is preferable.
