Programme Policy Officer (GIS Mapping)

ABOUT WFP
The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger, WFP is continually responding to emergencies. We save lives by getting food to the hungry fast. But WFP also works to help prevent hunger in the future. We do this through programmes that use food as a means to build assets, spread knowledge and nurture stronger, more dynamic communities. This helps com- munities become more food secure. On average, WFP aims to bring food assistance to more than 80 million people in 80 countries.
WFP Ethiopia is working with the Government and humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
JOB PURPOSE
To provide operational support to policy and programme activities that effectively meet food assistance needs.
ACCOUNTABILITIES
Under the supervision of Deputy Head of Programme, the incumbent will perform the following tasks:
  1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.
OTHER SPECIFIC JOB REQUIREMENTS:
  1. Build capacity in sub-offices in special and GIS analysis skills through training and capacity-building activities
  2. Support the development of geographic information management tools in Ethiopia
  3. Strengthen GIS capability throughout the units of the ETCO
  4. Provide guidance and advice for the preparation of geo-referenced management information databases for WFP programmes and logistic operations
  5. Support relevant units to develop a framework and methods for systematically linking early warning data with more frequent food security monitoring information to achieve comprehensive and timely vulnerability analysis and needs assessment, nationwide
  6. Undertake analysis and prepare reports and maps based on the lowest administrative units where reliable and comparative data is collected
  7. Processing and analyzing remote sensed data particularly rainfall and NDVI data.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
  1. Has gained experience in implementing GIS mapping.
  2. Has implemented programmes and provided input into designing operations.
  3. Has provided input into policy discussions and decisions.
  4. Has experience with application of mapping to WFP operations
  5. Has some experience with rainfall and NDVI data.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education and Experience: University Degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field with 3 years of professional experience in related field OR a Master degree with at least 1 year of professional experience.
Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
