Cash program manager – Malakal

The mass displacement that followed the December 2013 crisis has triggered an ongoing food security crisis, compounded by the ongoing conflict and inability of IDPs to return to their homes and to their livelihoods. Access to food in the coming dry season, especially in light of the expected escalation of the conflict and potential further displacement, is of particular concern. With physical access due to road conditions and the conflict, SI is piloting cash transfers to assist IDPs and their host communities improve their access to food. This project will be based in Malakal and focus on IDPs in Malakal and Fashoda counties. The key objective of the cash program manager in this role is to successfully set up and implement a program of cash transfers, while providing stimulus to recovering and establishing markets.
RESPONSIBILITIES:
SI’s cash transfer program will target IDP households to meet emergency food needs in Upper Nile state. This role will cover the program launch of a pilot project, with the potential for an extension of the program in 2015.
The cash program manager is responsible for managing and delivering SI’s unconditional cash transfer activities in response to the looming food security crisis in South Sudan. This program seeks to meet the immediate food needs of people displaced by the conflict that broke out in December 2013, focusing on IDPs in Upper Nile state. Cash transfers will be used to provide assistance to food insecure households with minimal response times, while at the same time providing stimulus to recovering markets for food commodities. The program will test the ability of markets to respond to increases in demand for food commodities, the ability of existing transfer systems to support cash distributions to vulnerable households, and the viability of cash transfers in a volatile environment.
The role will be based in Malakal, Upper Nile state, with potential travel to other states as required for assessments. The program manager will be responsible for overseeing operational teams assigned to the program, including human resources and the security of staff in the field.
(S)he will guarantee the good performance and the quality of the cash transfer activities, and close monitoring of the activities and their impacts. This includes rapid adjustments or developments to ensure relevance of the activities. The program manager will also be responsible for overseeing field assessments for identifying new needs or areas of intervention. This role requires a strong degree of flexibility and the ability to work under challenging circumstances.
Key priorities:
  • Set up a cash transfer program to address emergency food security needs
  • Recruit and train food security officers, supervisors and PM assistant officers
  • Oversee regular cash distributions to 3,000 HHs in January-March 2015
  • Develop tools for and oversee the monitoring of distribution impacts each month
  • Set up the program for expansion under new funding for the remainder of 2015
  • Work with the research consultant to best understand the impacts of the project and develop lessons learned for continuing activities
PROFILE
Experience:
  • Masters’ degree or equivalent in law, political science, international organization management or project management or a relevant field
  • 2 years of professional experience in the humanitarian environment as a program manager
  • Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response
Skills:
  • Significant knowledge and experience of cash transfer and food security programming
  • Management abilities, and particularly team management
  • Diplomacy and ability to work in a team
  • Excellent organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time
  • Strong initiatives and improvisation capacities
  • Commitment to the job and the organization, flexibility and autonomy
  • Knowledge of SI field of expertise and specific tools would be a strong asset
Language:
  • Fluent English (written, spoken and read), essential for writing proposals and reports and for external coordination and representation meetings with other NGOs, UN agencies, donors and governmental bodies.
  • Knowledge of French and Arabic are an asset
IT:
  • Computer literacy with very good command of MS Office Suite.
CONDITIONS:
Gross salary from 1,600 € per month, depending on experience
Monthly per diem of 700 USD monthly to cover food and other personal expenses + accommodation in SI residence
SI will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment + medical insurance (covering medical and surgical expenses, dental care and ophthalmological expenses, repatriation, essential vaccination and antimalarial treatment)
Annual leaves paid every month with the salary (2 days per month)
