BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position ofHospital Management Advisor on a bid for anticipated funding for health systems strengthening programs in three areas of South Sudan. The programs will have three main outputs: increased access, utilization and quality of health services including emergency obstetric and neonatal care, paediatrics, general surgery, trauma care, gynaecology, family planning and internal medicine; strengthened referral system between State hospitals, county level hospitals and primary health care facilities; and strengthened management and administration modalities at State level hospitals.
Pending successful receipt of funding, this is a one year assignment beginning on or around January 1, 2015.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
JOB SUMMARY
The Hospital Management Advisor’s primary responsibilities include working closely with the Director General of the hospital in improving the general management of the hospital and to increase efficiency and quality of care and to support a referral linkage between primary health care facilities and the hospital. S/he will build the capacity of key management staff including training to ensure the management of the hospital is efficient and effective. S/he will ensure the hospital has a functional and representative hospital community board and a hospital management committee and advise the two institutions of their distinct but complementary roles.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Management
  • Act as advisor to the Director General of the hospital, hospital management team and IMC on matters relating to hospital management improvement of the hospital.
  • Work with the DG of the hospital on a development plan and include stakeholders in its development
  • Contribute to the implementation of Basic Package for Tertiary Care in the regional hospital including developing Action Plan for the objectives that are not achieved.
  • Develop quality and performance improvement plan (including monitoring and evaluation)
  • Ensure Hospital Community Board is functional and acting in accordance with a relevant ToR.
  • Ensure the hospital management committee is functional and acting in accordance with a relevant TOR.
  • Work closely with the management team to determine the training needs of the departmental heads
  • Collaborate with the national health authorities and relevant international health agencies for the development of an approved curriculum to meet training needs and implement those plans through the management team and field teams
  • Facilitate networking between leadership of different hospitals and national level for the purpose of sharing experiences, best practices, lesson learned and increasing collaboration.
  • Ensure that recent (inter)national trends and developments related to hospital management are communicated to hospital and to IMC
  • Review and provide input for monthly field reports in order to analyze trends and adjust the programs as needed
  • Regularly update IMC management on progression of programs as per protocol
  • Maintain flexibility to take on added responsibility as and when needed
Representation
  • Attend health coordination meetings as well as other coordination meetings which are relevant to country programs
  • Serve as a liaison with MOH on matters related to the hospital program to ensure programmatic accountability
  • Lead the production of reports at the hospital site and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
  • Actively promote the Prevention of Sexual Exploitation and Abuse (PSEA) within the IMC and amongst the beneficiaries served by the IMC.
Human Resources Management
  • Assist in the selection and training of qualified health staff, recommend promotions, disciplinary action and termination of staff in consultation with IMC management
  • Supervise the day-to-day health staff to ensure smooth and effective operations
  • Maintain open lines of communications with hospital staff
Training/Capacity Building
  • Determine training needs management staff
  • Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
QUALIFICATIONS
  • Master’s degree in Hospital Management or five years minimum experience at this level with a degree in medicine, public health or related field
  • Demonstrated ability to identify training needs in hospital management and provide training to meet these needs.
  • Knowledge and experience with community awareness and mobilization.
  • Competencies include: management, leadership, coaching and knowledge sharing, ability to work under pressure and in insecure areas, interpersonal communication and diplomatic
  • Previous international NGO experience
  • Must have excellent communications skills, both oral and written
  • Must have excellent self-motivation skills
  • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Ability to relate to and motivate staff effectively
  • Creativity and the ability to work with limited resources
  • Must work independently under difficult conditions
  • Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
  • Strong writing and presentation skills;
  • Proven capabilities in leadership required
  • Strong negotiation, interpersonal and organization skills
