HR Coordinator

The International Rescue Committee, one of the world's largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The Ebola outbreak in West Africa is unprecedented in scale and in the response required. No previous outbreak has had as many confirmed cases, or as wide of a geographic spread. The situation is complicated by the relatively open nature of the regions' borders, inaccessibility of the terrain and the presence of multiple active sites of transmission. The outbreak in Liberia started in March 2014 and has rapidly spread due to pourous borders, insufficient contact tracing, community fears and misperceptions.
The IRC is scaling up its response to the Ebla outbreak with an approach that will provide essential logistical support to the Liberian government led response, while ensuring maximum safety of IRC staff. The IRC will lead in managing and running a 100 bed Ebola Treatment Unit (ETU) in Monrovia which includes supply chain management of all medical and non medical supply needs as well as facility management. The lack of predictable supplies to meet the needs of health teams responding to the outbreak, is one of the leading reasons behind the inability to control the current outbreak. The IRC believes that with strong supply chain leadership and coordination, clinical staff will be able to work safely to provide care and treatment to Ebola patients and save lives.
SCOPE OF WORK: The HR Coordinator will lead and facilitate the development of a highly effective, strategic HR function in IRC Liberia that ensures the organization has the structure, culture and talent needed to deliver on program goals and effectively serve its beneficiaries. Directs and facilitates delivery of national, and local HR capacity and infrastructure for efficient and effective services at multi-levels and implementation and adaptation of HR initiatives and practices. Serve as advisor and counsel to maximize staffing resources and performance, ensure economy and efficiency of work processes, and contain institutional risk.
The HR Coordinator is responsible for managing the HR staff (HR Managers, Officers and Assistants) and leading the overall HR functions including worke force planning, recruitment, staff administration management, staff development, etc. The HR Coordinator reports directly to the Operations Deputy Director, takes direction on IRC global initiatives from the Regional HR Director and collaborates with all departments on human resources matters.
RESPONSIBILITIES:
HR Strategic Planning
  • Provide management oversight and leadership to the HR Department.
  • Develop and implement a HR strategy for the country program which is in line with the organization's, regional, and global goals and objectives.
  • Develop and implement a manpower planning helping the country program to have the needed staff with the right competence on time
  • Devise and implement metrics.
Hiring & Recruitment
  • Oversee full-cycle recruitment process and directly recruit senior-level positions; Develop candidate rosters, employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent
  • Facilitate and coordinate recruitment and selection process according to IRC policies and procedures
  • Coordinate recruitments and orientations/transition of both new/ transferring staff.
  • Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy and consistency
  • Coordinate vacancy posting in internal and external media as appropriate.
  • Coordinate interviews and provide interview outcome summary.
  • Ensure, the tracking system of the recruitment process and compile monthly report on recruitment are maintened.
  • Review all job offers and contracts and ensure internal equity
HR Administration & Compliance
  • Co-Lead implementation for IRC's new Global HR Operating Policies and Procedures
  • Oversee HR-related administrative duties and ensure they are compliant with existing legal and government reporting requirements
  • Ensure IRC is in compliance with all labor laws, and minimization of legal exposure.
  • Review of policies and procedures, making recommendations
  • Ensure, File and update of all head office staff personnel and statutory documents and ensure that all staff information are properly kept, updated and confidentially maintained
  • Monitor and coordinate staff contract management.
  • Lead exit management procedure to ensure seamless and positive transition for departing employee
  • Serve as an ambassador and champion for the IRC Way: Standards for Professional Code of Conduct; escalate code of conduct issues to the Country Director and Regional HR Director for additional support and to ensure issue is resolved and appropriate follow-up is carried out
  • On an as needed basis liaise with the local legal counsel on HR issues that requires legal interpretations
Compensation & Benefits Management
  • In partnership with the Regional HR Director and HR Manager define and review salary structure;
  • In conjunction with the Country Director and Finance Controller, coordinate annual compensation review process and compensation adjustments.
  • Manage benefit plans and communicate updates
  • Facilitate administration of staff benefits and compensation as stipulated in the HR policies
  • Ensure the process of the monthly HR payroll documentation on timely basis ensuring completeness and accurate documentation
  • Coordinate medical insurance benefits provider selection process yearly.
  • Ensure that all insurance forms are accurately filled by new staff
  • Ensure the employee medical insurance eligibility list is current.
  • Ensure that exited and new staff list is forwarded to the insurance company on monthly basis for purposes of effectively managing payroll.
  • Ensure that all exiting staff clearance forms are submitted before final dues are processed.
Performance Management
  • Lead the performance management process including creating a plan to manage annual reviews, conduct training on goal-setting, utilize budgets to organize development activities and work one-on-one with managers and employees
  • Coordinate and ensure timely completion of the annual performance evaluation process.
  • Coordinate and ensure timely completion of the annual merit plan process
Employee Relations & Discipline
  • Lead all employee relations with professional grace; lead investigations to resolve issues/conflict in the workplace
  • Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor regulations and requirements
  • Maintain an effective negotiation process and harmonious employee/employer relationship
  • Advise supervisors in determining appropriate disciplinary plans of action
HR Team Management
  • Serve as the primary source of HR knowledge in response to employee and/or supervisor requests, be well versed in IRC Global HR Policies, and provide weekly, monthly and quarterly HR metrics as required
  • Ensure all Generalist HR activities are carried-out in adherence to these standards
  • Work with the Senior Management team to determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and staff retention
  • Manage, train, mentor HR team; create detailed plan to build capacity for every HR staff, including performance objectives, recruitment and commitment to development
  • Ensure that the HR team is working in a harmonized manner with consistency among application of policy throughout all offices, and identify and implement mechanisms to ensure cooperation, communication and teamwork
HR Information and reports
  • Spearhead internal staff communications, team-building and employee engagement activities
  • Elevate requests as needed to the Country Director and/or Regional HR Director
  • Coordinate all HR reports (weekly, monthly, quarterly, monthly) preration.
  • Submit all HR reports or data request on time.
QUALIFICATIONS:
  • Bachelor degree in HR management or a related field
  • minimum 6 years of progressive HR professional experience with a minimum of 3 years as a head of HR department or equivalent education and experience.
  • Experience supervising international and national staff and building capacity of national staff.
  • Demonstrated success as an HR generalist supporting employee groups of 200+ employees in multiple locations within the country required.
  • Demonstrated success in supporting senior management and building relationships.
  • Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, and training and development
  • Must be able to function effectively in complex work environment, set appropriate priorities and deal effectively with numerous simultaneous requirements.
  • Strong collaborator with effective interpersonal and analytical skills
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced.
  • Aptitude for problem solving and decision making needed
  • Superb written and verbal communication skills required.
  • Capable of managing conflict and conflicting views.
  • Operational knowledge of Microsoft Office software.
  • Good knowledge of HRIS systems preferred
  • Fluency in English required.
SPECIFIC SAFETY & SECURITY SITUATION:
Ebola Health and Safety
While there is a great deal of media coverage about the risks of working in an Ebola affected country, the successful candidate will be partnering with a team of IRC staff who continue to work confidently in the country, following robust IRC hygiene protocols to minimize any risk. At any point the position holder has the option to end the assignment should you feel unsafe in any way, with no repercussions in terms of employment in other IRC programs.
All international Staff must comply with all IRC Liberia security policies and procedures. The position is non accompanied. The Emergency Supply Chain Coordinator will be accommodated in private shared housing with cleaning provided.
