Human Resources Policy Consultant, Rome, Italy

About the role
WFP is committed to transforming its Human Resources function to a strategic business partner. To achieve this, we are seeking more outstanding professionals to contribute to a key moment in WFP’s history - for the first time we are setting up a strategic HR capability to enable WFP to meet its vision of zero hunger.
In this role you’ll assist in implementation of our People Strategy and set priorities accordingly. You’ll apply knowledge of change management programs and processes to facilitate implementations that fully meet organizational and people needs.This role will require strong partnerships with other human resources colleagues, line managers, and employees across the globe.
We are currently seeking to fill the position of Human Resources Policy Consultant, which will be based in the Policy Branch of the Human Resources Division at our Headquarters in Rome, Italy for an initial period of 6 months, with possibility of extension.
Responsibilities
Under the direct supervision of a HR Policy Officer, and overall guidance of the Chief, Policy Branch, the Human Resources Policy Consultant will:
  • Identify, develop, formulate, review, update, interpret and communicate WFP's human resources policies and procedures.
  • Assess the adequacy of existing HR policy issuances, identify issues that require change, propose modifications and draft the related policy papers, to meet the organizational needs as well as changes within the United Nations Common System. Ensure that HR policies are up-to-date and disseminated WFP-wide.
  • Undertake research on HR matters, including exploring practices in the UN Common System and other inter-governmental organizations and prepare recommendations accordingly.
  • Coordinate policy review and consultation with stakeholders, including WFP HR management, Regional and Country Office HR Officers, the Legal Office and Staff Representatives through the established channels
  • Provide guidance to managers, HR offices within HRM, Regional and Country Offices to ensure consistency in the application of policies and practice across the Programme.
  • Prepare reports, position papers, and presentations related to HR policy and inter-agency matters for HR management.
  • Propose and coordinate responses to inter-agency queries on HR policies and procedures.
  • Develop appropriate communication plans and consistently communicate with stakeholders within and outside of WFP on existing and new regulations, rules, policies and practices.
  • Contribute to systematic on-going feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for respective policy updates and changes, taking into consideration evolving organisational goals and needs.
  • Perform other related duties as required.

Qualifications & Experience Required**
Education:
  • Advanced university degree in human resources management, public administration, business administration, social sciences, law or relevant discipline.
Experience:*
  • A minimum of 5 years relevant work experience in human resources management and/or policy formulation with experience in a UN context or in an international organization.
  • Experience in developing/drafting policies and procedures is required. Formulating positions for representing the employer’s interests to legislators or governing bodies is preferred.
  • Knowledge and application of the FAO, UN or other international organisation HR regulations, rules, policies and procedures in an international setting is considered desirable.
  • Previous business partnering experience with proven background in successfully building and sustaining effective client relationships.
Technical Skills & Competencies:*
  • Solid understanding of strategic human resources management principles, concepts and application.
  • Deep business acumen and strategic thinking capability to formulate policy that supports the organization’s people management objectives.
  • Possess exceptional verbal and written communicational skills
  • Ability to influence and communicate cross-functionally and build consensus across diverse and global teams on policy matters.
  • Ability to flex to a variety of communication and management styles.
  • Ability to learn quickly, influence, be resourceful, work under minimal guidance at times, accountable and solutions-oriented
  • Strong cultural awareness, to work in global teams and groups across the organization

Language:**
  • Working knowledge (proficiency/level C) of English.
  • Another UN official language (French, Spanish, Arabic), at least, at the Intermediate knowledge level (B) is desirable.

Competitive Salary**
We offer a competitive salary (tax-exempt) ranging from USD $5,000 to $8,000 per month depending on your qualifications and years of experience, which includes a USD $2,500 subsidy per month. Note that candidates with less experience will be offered a modified rate in accordance with their relevant experience. Relocation Flight/Transportation will also be covered for selected candidate.
