MEAL Manager

The 2014 Ebola Virus Disease (EVD) outbreak is the largest in history and the first in West Africa. It is affecting multiple countries in the region, most severely Guinea, Liberia and Sierra Leone – countries with widespread and intense EVD transmission and some of the weakest health systems in the world. Liberia initially struggled to contain the epidemic due to fragilities across the health system, exacerbated by the unprecedented number of healthcare worker infections and deaths. WHO’s Ebola Response Roadmap called for a massively scaled and coordinated international response to support affected and at-risk countries in intensifying response activities and strengthening national capacities. Through consultation with multiple actors GOAL and WAHA (Women and Health Alliance) International propose to take on the management of the planned Voinjama ETU and of the Voinjama Triage Center (TC) as well as operating the Voinjama EVD referral system.[1]
General Description of the Role
The M&E Manager based in Monrovia, Liberia, will be responsible for providing support to the GOAL Country Director and WAHA Head of Mission (HoM) in developing and overseeing a robust Monitoring and Evaluation system to ensure ongoing review, analysis and outcomes reporting.
Key Duties:
  • In close coordination with the GOAL Country Director, WAHA HoM and other senior staff, develop a M & E work plan for Liberia which sets out key activities, including assessments, evaluations and routine reporting schedule, in line with donor obligations, to ensure managers have high quality evidence available in a timely fashion to underpin decision making
  • Support the WAHA programmes teams, as appropriate, to carry out all routine monitoring and periodic evaluations
  • Ensure that the results of surveys and ongoing monitoring, including consultations with beneficiaries, are made available in a useful format for programme design and decision-making
  • Support the roll-out of monthly monitoring tools for new programme activities
  • Support WAHA to set up and maintain appropriate and robust M&E systems for all new programme activities
  • Conduct sampling of data from the standard indicator database during field visits for quality assurance purposes including sampling of partner monthly reports
  • Support project managers to identify and resolve monitoring problems at individual project level
  • Ensure that mainstreaming of Child Protection, Environment, Gender and HIV is included in the monitoring system as appropriate
  • Provide graphic feedback to management of standard indicators for all sectors comparing information over time and among field sites
  • Rollout of regular ‘Factsheets’ for each programme
  • Provide input for donor proposal development and reporting
  • Ensure that processes and tools are in place to allow for systematic and inclusive participation and feedback to communities and stakeholders on all evaluations undertaken
  • In collaboration with the Finance Manager, draw up the annual MEAL budget and manage this, to ensure each project has the necessary resources and capacity to implement MEAL activities
  • Gather information to serve as an input for the strategic and annual planning of GOAL Liberia
  • Provide the CD with weekly and monthly reports on the implementation of the work plans and achievement of objectives
  • Collaborate with MEAL Global Advisor in HQ any joint country initiatives or feedback on development of organisational research and evaluation.
Knowledge Management
  • Recommendations: Implement and supervise the use of evaluation and technical team reviews which are carried out in order to deliver improved programme quality. This will be through tools such as the GOAL recommendations tracker
  • Databases: Ensure programme databases are kept up to date including an excel based output tracker that records programme outputs on a monthly basis, a selection of which is used to update the monthly report produced for HQ
Coordinate the overall country learning systems
  • Build MEAL capacity of all program and partner staff through training and on the job support
  • As part of the learning function, seek to identify learning points across the range of work carried out and identify opportunities to share this learning through meetings, workshops, reports etc.
  • Where appropriate, share materials through GOAL’s best practice website
Requirements (Person Specification):
  • A primary degree in any of the following: Social Sciences, Development Studies or relevant discipline, with a strong quantitative component.
  • Technical expertise in monitoring and evaluation and/or leading on assessments, baselines/endlines or evaluations in humanitarian contexts.
  • At least 3+ years of implementing surveys and other research activities within an NGO environment.
  • Proficiency in database development, and in using standard computer software, especially MS office as well as data entry/statistical packages, ie MS Access, SPSS, Minitab, Epi Info.
  • Demonstrated experience in applying quantitative and qualitative/participatory research methods.
  • Capacity to build the M&E skills of colleagues and community members.
  • Confident presentation and facilitation skills, proven record in provision of trainings.
  • Ability to work to high standards under pressure, with minimum supervision.
  • Knowledge of Sphere and commitment to humanitarian principles.
  • Previous experience of conducting trainings on assessments and of building capacity of local staff.
  • Very strong written and spoken communication and facilitation skills.
  • Experience of working in remote-management context, including with partners, a distinct advantage.
  • Fluency in English essential.
