Monitoring, Evaluation and Learning Adviser

****Background****
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments, and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.
Saferworld has worked on issues relating to Sudan and South Sudan for over ten years and established a permanent presence in Juba in 2008. Since then, the programme has expanded from its original field operations in Western Bahr el Ghazal and Warrap states, to an additional five states: Lakes, Northern Bahr el Ghazal, and Western, Eastern, and Central Equatoria. Saferworld’s programme in South Sudan now includes work in the areas of Security and Justice, SALW Control, Peacebuilding and Governance, and Aid and Conflict.
Job Purpose:
We are looking for an experience Monitoring, Evaluation and Learning Adviser in order to improve our understanding of the impact our projects have, and how we can make them more effective.
Critical tasks for the Adviser include refining and implementing the programme’s M&E framework. This needs to be supported by actively engaging in data collection and building Saferworld’s and our implementing partners’ M&E capacity, including more participatory and results-oriented approaches to M&E.
The M&E Learning Adviser will work within the country programme. S/he will be responsible for monitoring and evaluating established and new projects, providing accountability, and ensuring efficiency and sustainable success from start to end. S/he will be responsible for establishing or modifying Key Performance Indicators (KPIs), overseeing the quarterly review and outcome harvesting processes, as well as coordinating activity and outcome monitoring reports for all South Sudan projects, consistent with donor guidelines and strategic objectives.
S/he will oversee regular project progress reports and will collaborate with the Area Project Managers to prepare monthly, quarterly and/or final narrative and financial donor reports.
Key areas of responsibility:
1: Lead the design and delivery of the M&E framework for the South Sudan Country Programme;
2: Lead on the implementation of monitoring and evaluation activities within the South Sudan Country Programme;
3: Train Saferworld staff and implementing partners based in South Sudan on M&E-related issues;
4: Ensure effective record keeping, data gathering, communication, and learning and sharing within the country team, as well as with the Regional Office in Kampala and the Organisational Development Unit in London;
5: Support the development and implementation of Saferworld’s organisation-wide planning and monitoring framework.
Detailed Duties:
1: Lead on the design and delivery of the M&E framework for the South Sudan Country Programme:
  • Contribute to the refinement of the programmes and projects;
  • Ensure that beneficiaries’ and partners’ views and needs are met by making our M&E system more participatory;
  • Guide the process of identifying best ways to record, report, and analyse M&E information and comparing it to project outputs and outcomes;
  • With Saferworld staff and other stakeholders, put in place the framework and procedures for the monitoring and evaluation of projects.
2: Lead on the implementation of monitoring and evaluation activities within the South Sudan Country Programme
  • Lead all M&E initiatives within Saferworld South Sudan;
  • Lead all M&E initiatives for assigned grants/projects including monitoring data quality, tracking the progress of activities and informing staff capacity-building initiatives;
  • Undertake regular visits to the field to support data collection, and identify modifications that might be needed in the current M&E and project practices for better performance;
  • Contribute to developing concepts and terms of reference for M&E surveys, mid-term reviews, and final project evaluations;
  • Coordinate external evaluations;
  • Lead on the identification of case studies and lessons learned.
3: Train Saferworld staff and implementing partners based in South Sudan on M&E-related issues:
  • Assess M&E training needs of team members and implementing partners;
  • Work with the team members and implementing partners to design, develop, and deliver training that meets the knowledge and skills gaps;
  • Mentor team members and implementing partners on M&E to strengthen their technical capacity, exchange knowledge and experiences within the team, and provide professional development guidance in conjunction with the Country Manager;
  • Coordinate and provide refresher M&E training for programme staff as needed.
4: Ensure effective record keeping, data gathering, communication, and learning and sharing:
· Keep informed of developments in grants/programme changes and progress in order to advise and recommend tools and strategies to increase programme performance and results;
· Suggest ways to facilitate data collection and the flow of data within the programme field teams;
· Identify the strengths and weaknesses in existing data collection and management and propose solutions;
· Perform field visits to ensure the quality of data collected by programmes and verify the accuracy of reported data;
· Analyse changes and patterns in KPI data and performance reports in order to make recommendations to programmme staff;
· Address donor, partner, and Senior Management data queries;
  • Work closely with the Policy, Advocacy and Communications Manager to link programme results to our policy and advocacy work;
  • Guide staff and implementing partners in preparing and analysing their progress reports;
  • Contribute to the setting up of a system to document and share lessons learned.
5: Support the development and implementation of Saferworld’s organisation-wide planning and monitoring framework.
  • Lead M&E system and process development, creating a framework and procedures for the monitoring and evaluation of project activities to assure quality program standards are understood, observed, and consistent with Saferworld’s Theory of Change;
  • Define and implement the KPIs, as well as monitor them throughout the duration of the project;
  • Propose strategies to increase data use and demands amongst the programme staff;
  • Assist programme staff in clarifying project information needs;
  • Support programme staff on ways to properly document, organize, and capture programme progress;
  • Working with Saferworld’s London-based Organisational Development Unit, implement the organisational M&E framework;
  • Ensure that the monitoring system developed for the South Sudan programme is compatible with the organisation-wide planning and monitoring framework;
  • Help to build the capacity of Saferworld’s South Sudan programme staff on the new planning and monitoring framework.
PERSON SPECIFICATION
Essential requirements:
  • An advanced degree in Information Management, Project/Grants Management, Development Studies, Peace Studies, or relevant experience;
  • At least 3-5 years of relevant work experience in the design, development, and delivery of participatory M&E approaches within the INGO/NGO, Government or similar sectors;
  • Capacity to produce high quality briefs and reports in English;
  • Proven experience with the logical framework approach;
  • Proven experience with planning and implementation of M&E systems;
  • Proven experience of working with staff and partners to implement M&E systems;
  • Proven experience in information analysis and report writing;
  • Substantial experience as a trainer/facilitator on M&E systems development and management;
  • Willingness to undertake regular field visits and interact with different stakeholders;
  • Willingness to work in a team and to reach out to team members in partner organisations;
  • High standard of computer literacy.
Desirable requirements:
  • M&E experience in areas such as peacebuilding and governance, conflict prevention, gender equality, security and justice, or related fields;
  • Experience in strategic planning, program design, and M&E planning development;
  • Experience in data processing, ability to design M&E tools, surveys, and evaluations;
  • Understanding of publications production.

TERMS AND CONDITIONS
  • Salary range: $ 55,073 – $ 60,000 gross, plus benefits
  • Probation: There will be a probationary period of three months.
  • Leave: 28 days/year in addition to agreed South Sudan public holidays.
  • Hours: Standard working week is 37.5 hours per week.
  • Insurance: Travel/medical cover.
  • Social Insurance: 17% Employer contribution
