BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position ofNursing Services Specialiston a bid for anticipated funding for health systems strengthening programs in three areas of South Sudan. The programs will have three main outputs: increased access, utilization and quality of health services including emergency obstetric and neonatal care, paediatrics, general surgery, trauma care, gynaecology, family planning and internal medicine; strengthened referral system between State hospitals, county level hospitals and primary health care facilities; and strengthened management and administration modalities at State level hospitals.
Pending successful receipt of funding, this is a one year assignment beginning on or around January 1, 2015.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
JOB SUMMARY
The primary responsibility of the Nursing Services Specialist will be to improve the provision of nursing and midwifery services according to acceptable operational standards by directly supervising the implementation, and evaluation of the maternal and child health program activities in the state hospitals. She/he will build the capacity and support the hospital matron and the head of medical services (director of medical services). The position holder will be expected to participate in direct patient care in the patient areas. Other duties include delivering trainings, producing reports, assessments, monitoring and evaluation or any other roles as may be assigned by the Hospital Coordinator.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Management
  • Develop systems for the management and supervision of nursing and midwifery services at the hospital
  • Ensure provision of good quality nursing and reproductive health services in facilities supported by the organization through developing standard operating procedures.
  • Work in close collaboration with the Nursing Overseer and the in charge nurses to promote safe standards of nursing care in the hospital.
  • Completes patient care requirements by scheduling and assigning nursing and midwifery staff.
  • Contribute to good stock control and efficient use of hospital equipment in patient areas
  • Develop assessment, monitoring and evaluation tools for nursing services
  • Provide technical supervision and support to health/nursing personnel in the OPD, medical wards, pediatrics, maternity and OT.
  • Assist the Hospital Coordinator with prospective programs through field research and surveys and in liaising with fellow NGOs and partners
  • In coordination with Monitoring and Evaluation Manager, analyze routine data; and prepare timely program reports that reflect both donor requirements and expected indicators
  • Develop a good working and counterpart relationship with the (SMoH) Nursing Overseer.
  • Initiate and hold regular meetings with the nursing overseer and ensure regular charge nurse meetings are held
  • Participate in meetings with ward staff to discuss issues related to training and quality of care
Representation
  • Represent the organization at health coordination meetings as well as other coordination meetings which are relevant to country programs as required by Medical Director
  • Ensure maximum visibility of the agency amongst the NGO community
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Human Resources Management
  • Assist in the staff recruitment and performance management; (motivation, recommend promotions, implement disciplinary action and termination of staff) in consultation with the Hospital Coordinator
  • Supervise program staff on daily basis to ensure smooth and effective operations
  • Ensure compliance to local labor laws including working hours
  • Maintain open lines of communications with all program staff
Training/Capacity Building
  • Ensure professional development for program staff through assessment of training needs and capacity building activities.
  • Develop and implement capacity building plans for staff including provision of formal and informal training to hospital/clinic staff, community health workers and field supervisors
  • Provide direct patient care when needed.
  • Work with health authorities to design, implement and ensure the establishment of viable training programs and maternal, neonatal and child health interventions.
  • Support the charge nurses in planning and organization of training in their wards
  • As appropriate, establish clinical practice guidelines to reinforce teaching in conjunction with the clinicians
  • Support and promote continuing education for nurses, midwives and cleaners in the Hospital
QUALIFICATIONS
  • Minimum 3 year diploma in Nursing/Midwifery
  • Master’s degree in nursing services, public health or equivalent will be an added advantage
  • Minimum 3 years’ experience in nursing and midwifery in developing countries
  • Demonstrated experience in training and capacity building.
  • Leadership with strong supervisory and teaching skills
  • Flexible and able to adjust to a challenging context
  • Fluent in English, knowledge of Arabic language is an added advantage
  • Excellent communication and interpersonal skill
  • History of working closely with gender based violence programs and caring for sexual assault survivors a plus
