Senior EH Manager

South Sudan is emerging from decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The 2005 Comprehensive Peace Agreement ushered in an era of post-conflict development efforts which take on new dimensions following the January 2011 referendum on secession. The security situation remains fragile and testing operational challenges abound. Since 1998 IRC has been in South Sudan supporting South Sudan communities and Sudanese Refugees trough Heath, WASH, and Protection, Women Empowerment, Nutrition and Food security and livelihood programs.
JOB OVERVIEW: The Senior Environmental Health (WASH) Manager will manage and support IRC's emergency Environmental Health (WASH) response programming across South Sudan. The Senior Environmental Health (WASH) Manager will be responsible for providing leadership, guidance, coordination and technical support to the EH managers and the national program teams to ensure that all interventions meet international best practices.
The Senior Environmental Health (WASH) Manager reports to the Environmental Health Coordinator. The position is based in Juba with frequent travel (at least 60%).
MAJOR RESPONSIBILITIES: The Senior Environmental Health (WASH) Manager shall:
Program Oversight, Technical Quality & Program Development
  • Provide technical guidance, oversight and support to the EH/WASH emergency interventions.
  • Ensure IRC's EH/WASH emergency programming is consistent across locations, is responsive to emerging needs and in line with international standards and IRC and WASH cluster standards and procedures.
  • Assist EH Managers to further adapt the EH/WASH emergency response to the South Sudan context, where necessary, in collaboration with the Environmental Health (EH) Coordinator.
  • In collaboration with other EH program managers, prepare EH/WASH M&E tools, and conduct internal evaluations such as KPC surveys.
  • Analyze the broad humanitarian emergency trends by attending regular coordination meetings at national level, conducting field assessments, and collecting secondary data from other sources, in collaboration with the EH Coordinator.
  • Conduct needs assessments and participate in EH/WASH projects design, preparation of concept notes and proposals and assist in the preparation of technical program descriptions and budgets.
  • Participate in IRNAs and identify humanitarian needs and relevant future trends for geographic and sector positioning throughout the country in a timely fashion, in collaboration with EH Coordinator and the DDP.
  • Undertake other relevant tasks as requested by the EH Coordinator and/or the DDP.
Staff Development
  • Provide technical support and capacity building through training and on the job mentoring to the expat EH managers and the national teams to ensure programming meets EH/WASH best practice.
Grants Management & Monitoring
  • Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes (development of work plans, spending plans and monitoring plans), in collaboration with the EH Coordinator.
  • Support EH Managers with the follow-up on procurement of EH/WASH materials, inspecting the quality of materials and facilitating the transportation to the field sites.
  • Assist the EH managers with the budget control, spending plans and procurement plans, in collaboration with the Field Coordinators.
Representation & Coordination
  • Collaborate and coordinate with relevant stakeholders and actors.
  • Liaise with other IRC program coordinators/managers and Field Coordinators to support an effective resource utilization and maximize the project impact.
  • Participate in coordination forums such as the WASH cluster and camp coordination meetings.
JOB REQUIREMENTS:
  • BSc in Water & Environmental Engineering / Management or Civil / Construction Engineering or Hydrology / Geology or Public Health engineering or related field;
  • Minimum of 5 years of emergency WASH experience with an INGO in humanitarian response in conflict-affected areas (practical hygiene promotion and community participation experience);
  • Proven practical experience in emergency WASH project design, and monitoring, including engineering activities.
  • Comfortable working in a remote rural environment moving to remote places and start up programs;
  • Strong interpersonal, intercultural and communication skills;
  • Excellent analytical, writing and oral skills;
  • Fluency in English;
  • Computer literate (word processors, spreadsheet, database, CAD and statistical packages, etc);
  • Additional qualities: ability to multi-task, ability to handle pressure well, ability to improvise, flexibility, adaptability to transitions;
WORKING ENVIRONMENT: Security level orange - The situation in the country in general is calm but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.
The position is based in Juba. Lodging is a private bedroom in a shared IRC guest house - with electricity, internet and cable TV. Food is the individual's responsibility. Field office housing is more basic, i.e. in traditional huts or tents with separate shared latrines and showers.
The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.
