STOVEPLUS REGIONAL COORDINATOR AFRICA

StovePlus

StovePlus is a program launched by GERES in 2012. It aims at supporting and strengthening the clean cooking sector in Asia and Africa. The project intends to meet the needs of the communities through the professional development of the concerned sectors and the sharing of best practices and technical solutions developed by GERES in its various projects.
Following the increase in activity level and visibility, it has been decided to appoint a regional coordinator in each area of intervention. This Job description specifically intends to describe the tasks assigned to the Regional Coordinator for Africa.

Supervision

As the responsible for Program activities in Africa, covering delivery of Stove+ packages of services in the region, (s)he oversees the portfolio of projects and manages, together with the Lead Technical Advisor and Regional Technical Advisor, internal and external experts. The services cover the areas of biomass improved cookstoves. (S)he is responsible for maintaining partnerships and donor relations related to these projects.
The Regional Coordinator is part of Stove+ management unit. He/she reports directly to Stove+ Program Manager.
The Regional Coordinator works with Stove+ Core Team to improve Stove+ quality of intervention, to streamline into her/his project portfolio good practices of Project Cycle Management and M&E, to elaborate project development and to identify opportunities for technical and methodological innovation.
(S)he manages the regional technical advisor under StovePlus and contracted experts on temporary assignments.
(S)he works closely with GERES HQ Administrative and Financial Director to ensure smooth budgeting, financing, reporting and auditing of projects.
(S)he contributes to share Stove+ expertise, lessons learned and best practices within GERES teams.

Role & responsibilities

The StovePlus Regional Coordinator for Africa will:
Contribute to designing and implement the S+ strategy in Africa:
· put in place the framework for service offer in Africa, in relation with the global S+ strategy
· manage relationship with institutions (local and international), in coordination with the Stove+ Program Manager
· contribute to actors mapping, in priority countries in Africa
· develop knowledge of priority countries: stakeholders, institutions, donors
· networking and communication of the program
Be in charge of Fundraising:
· coordinate fundraising for the program or for clients/partners, mapping / watch of fundraising opportunities, in coordination with S+TD and S+PM
· proposal writing, development of concept note, budgeting
Deliver S+ services:
· Coordinate and monitor all activities of StovePlus in Africa
· be responsible for front desk and quality control vis-a-vis clients/partners of the program
· build up relationship and links with external experts (bio, template for expertise DB) coordinate recruitment of staff and experts in the region
· provide Technical Expertise to contracted users.
· design tools for StovePlus (diagnosis, rapid assessment of cooking practices, economic analysis...)
Be in charge of administrative and financial management of S+ Africa:
· manage the budget in Africa: planning, follow-up, reporting, contribution to global budget management of StovePlus
· coordinate reporting (financial and narrative) to donors, governments and partners for activities, locally and regionally
· manage contractual relationships with partners and service providers

Requirements

Experience:
· At least 8 years in the international development sector (preferably West Africa) at progressively more senior management positions
· Proficient in project/program management, ability to innovate and transfer these skills
· Appreciated: Experience of environmental and/or energy and/or natural resources management focussed projects and/or Private Sector Development
· Appreciated: Experience of Policy Engagement, Policy Advice.
Education:
· Master’s degree in a related field
· Project Cycle Management and Research skills training
· Participatory related research, monitoring and evaluation
Skills:
· Proficient in Project Cycle Management, Logical Framework Development, M&E
· Knowledge of energy and environmental issues in rural and urban sub-Saharan area
· Proficient professional French and English, with excellent writing and editorial qualities
· Excellent interpersonal skills, ability to establish contact with people from different background and cultures
· Able to coordinate remotely
· Comfortable with high-level governmental/institutional relationships
· Team player with capacity to work in a multicultural environment
· Proficient in working with Microsoft Office

Conditions

· Full-time position, 1 year renewable
· Expatriate status
· Starting date: January 2015
· Location : Ideally Senegal, Dakar, with extended stays in countries of interventions and notably Mali, Bamako
· Extensive travels in the region, Europe and Asia, for up to 50% of time.
· Salary according to GERES grid, depending on applicant’s profile and experiences.
· Other Benefits: Health and repatriation insurance; yearly round-trip to home country; monthly expatriate allowance; 26 days annual leave
