Technical Support to Ministry of Security

OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
Our client’s Somalia’s Programme is strongly focused on post conflict recovery and consolidation of peace. One of its main Programed portfolios is Governance and Rule of Law (GROL). Our client’s Rule of Law and Security Programme works towards improved security and protection under the law for all Somalis. As such, it seeks to advance human development by strengthening national and local capacities to prevent, mitigate and cope with the impact of violence.
Our client’s Civilian Police Project has been focusing on promotion of community policing principles, human rights and gender equality. Broadly, the programme has been focusing on macro-level policy development, combined with capacity-building for police and Ministry and increasing overall access to justice for Somalis. the consultant focuses on supporting the implementation of recommendations produced by the SIDP consultants In line with existing gaps identified in function review assessment done by our client and SIDP, the project aims to build the capacity and skills for staff at the Ministry of Security & DDR to build their ability to fulfil core functions and mandates and be more accountable to the public.
Under the overall supervision of the Head of Sub Office and the direct technical supervision of the Civilian Police Project Manager, the incumbent will develop a comprehensive system and structure for chain of command and administrative management, disseminate and institutionalize policies and procedures throughout the Ministry.
GENERAL FUNCTIONS
Objectives of the assignment
Under the direct supervision of the Civilian Police Project Manager, the consultant will render his/her services to:
• Provide technical support to Ministry of Security during the implementation stage, recommendations on restructuring, changes in functions, changes in lines of responsibility and reporting developed;
• Provide training to the ministry’s staff on the recommended regulations provided ,
• Periodic check of the implementation process and suggesting correction actions if necessary implemented.
Scope of work/expected output
• Carry out a review on existing structures, lines of responsibility and reporting Procedures and identify gaps and weaknesses compared to best practices;
• Develop an implementation plan based on the functional review and recommendations by our client’s consultants;
• Provide technical support during the implementation stage on restructure, changes in functions, changes in lines of responsibility and reporting of the Ministry staff;
• Review the current training policy and suggest improvements that would ensure continuous enhancement of employee skills and competencies to increase the effectiveness and productivity of Ministry staff.
• Providing training to the identified Ministry of Security staff on the recommended regulations, reporting and administration related issues ;
• Consultant is expected to constantly contact the DG and the minister and make sure the process is interactive and feedback taken into account.
• A formal check at the very end of how structures and processes work under the new conditions.
• Provide final report compiling outcomes of the above activities.
Monitoring and Progress controls
· The Consultant will prepare a work plan and progress updates that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by CPP.
· The Civilian Project Manager will review the deliverables of the consultant and certify payment if the performance evaluation is found to be satisfactory.

ESSENTIAL EXPERIENCE
Education
· An MBA with specialization in Human Resource/Public Administration
Work Experience
· The Consultant will have not less than 10 years’ experience in human resource management or Public Administration. Educational and professional qualifications will include:
· Experience of working on change management issues within a public organization.
· At least five years managerial experience dealing with team and organizational building, preferably in the public sector;
Key Competencies
· Demonstrated expertise in area of specialty and ability to apply good judgment;
· High degree of autonomy, personal initiative and ability to take ownership;
· Willingness to accept wide responsibilities ;and
· Ability to work independently under established procedures in a politically sensitive environment, while exercising discretion, impartiality and neutrality;
· Ability to manage information objectively, accurately and confidentially; responsive and client-oriented.
· It is a requirement that the consultant is fluent in written and spoken English.
· The expert will be required to have a personal lap top computer.
