JOB CONTEXT:
In April 2011 Handicap International (HI) deployed its first teams on the ground to Benghazi to deliver emergency Risk Education (RE) to civilians caught in the conflict that erupted two months earlier.
Throughout the succeeding three years the programme transformed from emergency interventions into a post conflict reconstruction phase, operating an integrated Mine Action programme undertaking Explosive Ordnance Disposal (EOD) through Battle Area Clearance (BAC) and Spot Tasks, clearance of ERW from within a large Ammunition Storage Area (ASA) in Misrata that had been damaged by NATO bombs in 2011,Risk Awareness (RA) on Explosive Remnants of War (ERW) and Small Arms and Light Weapons (SALW) and Community Liaison within conflict affected communities of Tripoli, Misrata and Sirte..
Owing to a progressive decrease in the security situation across the country, from mid-2014 EOD projects became difficult to implement, not least because of multiple evacuations of expatriate staff. The decision was taken to close the ASA project and at least for the foreseeable future to remodel the programme to allow HI to continue providing assistance to Libya whilst acknowledging the complex and volatile context.
At the same time as designing the remote RA project, HI is also planning a development-orientated project which will see support to Persons with Disabilities and the health sector in the most conflict affected areas of Tripoli and Zuwara. For 2015 therefore, subject to funding, the programme is envisaged to consist of a management team of 5, across the two new projects, based from HI’s existing office in Tunis and 13 local staff working from a base in Tripoli.
JOB DESCRIPTION:
As Emergency Risk Awareness Project Manager, you work under the supervision of the Head of Mission (HoM) with the technical support and Quality Assurance (QA) monitoring of the HQ Technical Advisor.
You are in charge of all of the project’s dimensions: strategy, planning, management, implementation, monitoring, sustainability (project development), lessons learnt and capacity building within the overall objective of the project: “Emergency Risk Awareness response to reduce the direct threats from Conventional Weapons to communities in western Libya.”Overall, the project aims to better protect the civilian population in 4 target locations from Conventional Weapons related accidents and violence.

CANDIDATE PROFILE:
You have/are:
- A degree in project management /international development/ community development...
- At least 2 years of experience in project management and at least 1 year of experience in project implementation involving at least one of those: prevention / AVR / Community Safety and Security (inc. Risk Education) / community based and participatory approaches / information management (inc. surveys).
- Understanding of Humanitarian Mine Action & of Small Arms and Light Weapons Control.
- Experience in quality assurance and monitoring mechanisms/ tools development and implementation.
- Experience in capacity building and training design/delivery. Exoperience in remote team management
REQUIRED LANGUAGE SKILLS: Excellent written and spoken English (working language)
JOB ENVIRONMENT:
You are based in Tunis, Tunisia, operating from the existing HI office. Dependent on the evolution of the context and subject to rigorous security assessments, with other expatriate staff visits to Libya may be required for monitoring and evaluation purposes.
Context/Security: Tunisia is considered a safe country to work in, especially in Tunis where a good standard of living can be expected.
Travel: Roads are in good condition however are often overcrowded and car accidents are a regular occurrence because of this. Professional movements will be coordinated with HI’s existing team in Tunis and if a driver is not available; travel within Tunis is permitted using local taxis. Public buses or trains are not advised due to congestion.
Living conditions: share accommodation with between 1 – 4 other expatriates.
The position is unaccompanied
EMPLOYMENT CONDITIONS:
Salary: 2100-2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
