Project Description:
The USAID-funded Ghana Learning project is part of an integrated project designed to support literacy improvement activities implemented by the MOE and GES. The projects seeks to strengthen and support Ghana education sector human and institutional capacity in the areas of (1) pedagogical excellence in early grade reading; (2) education systems support linked to improving, expanding, and sustaining reading outcomes; and (3) parent, school and local government engagement to promote reading. The GL project is mandated to transfer $30 million to the MOE/GES in Years 1 and 2; and will prepare these bodies to receive direct funding from USAID by Years 3-5.
The Compliance Specialist will ensure accountability and compliance for all Grant monies supporting MOE/GES of the Ghana Learning Project in Accra, Ghana. S/He promotes a project-wide culture of compliance and risk management through compliance practice leadership, staff compliance training, regular project compliance reviews and pro-active identification of potential compliance-related issues; Mentors staff in the detection of potential irregularities in procurement and sub-award processes and overall fraud prevention techniques; Undertakes periodic reviews to ensure the effectiveness of the project’s compliance practice objectives; Assists the Office of Compliance and Internal Audit (OCIA) with reviewing and investigating any potential compliance issues identified on the project.
Knowledge / Skills:
- Strong understanding of business environment and regulation governing US-government-funded awards and experience working with Ghanaian government
- Experience with USAID required; experience with other international donors and agencies is a plus
- Demonstrated experience performing operational and financial reviews
- Demonstrated experience interacting with senior management and leadership in localizing corporate governance and compliance practice
- Working knowledge of USG regulations, FAR, A-110, A-122, A-133, and related government contracting rules and regulations required
- Proven computer skills with Microsoft Word, Excel, Access, PowerPoint
- Strong overall business acumen with the ability to align governance, risk and control needs/requirements with the realities of the work environment
- Ability to gather, analyzes, and synthesizes information from many sources
- Strong oral and written communication skills
- Strong interpersonal and client service skills
- Excellent organizational and project management skills and high attention to detail
- Demonstrated experience with Microsoft Office programs and other technical programs

- Provides recommendations for corrective actions regarding compliance issues

- Reports to the Chief of Party of the Ghana Learning Project with functional reporting to the Director of Compliance and Risk Management
Experience
- Typically requires 8+ years of experience in compliance, internal audit, project finance or management function
- Proven track record of sustaining compliance in complex organizations
- Demonstrated experience with implementing a compliance program
- Reads, writes and speaks good English.
- Compliance Certification or other related certifications (i.e., Healthcare Compliance Certification; CIA; CPA; CFE) preferred
Prior work experience in a non-governmental organization (NGO)
Technology to be Used: Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.
Job Summary / Responsibilities:
- Develops and executes annual project compliance activity plans
- Undertakes periodic reviews to assess the effectiveness of the project’s compliance practices with applicable regulations and FHI 360 policies, and identifies areas for improvement; provides written report of findings and recommendations for corrective
- Provides compliance training and guidance to the project team to ensure compliance with award terms and conditions, USAID regulations, FHI 360 policies actions, follows up on implementation of recommendations
- Conducts sample testing and spot checks of project financial reports, procurement documents, and other support documentation
- Supports project participation in external and internal audits
