ABOUT THE ORGANIZATION:
The National Coordination for Inclusive Finance (NCIF) is a part of General Direction of Treasury of the Ministry of Finance and Budget of the Republic of Madagascar. It has received funds from French Development Agency (FDA) to finance the project of Promotion Project of the Bank Distance Madagascar (PPBDM).
Background: PPBDM's aims is to maximize access to suitable financial services for undeserved segments of the population , in particular in rural areas of Madagascar. The objectives of the project include:
- Increase penetration of financial services offered by Malagasy MFIs in rural areas through the development branchless banking;
- Reduce transaction costs for both MFI and microfinance client in rural areas.
ABOUT THE JOB:
NCIF is seeking a Consultant - Project Management Unit for the Promotion of Branchless Banking in Madagascar. The firm should be specialized in the development of branchless banking projects.
Tasks and Responsibilities:
- Assist the organization of the projects within a project management unit (PMU) and ensure the administrative and financial management of the project ;
- Provide technical assistance to the financial beneficiaries of the project i.e MFIs potentially in a consortium with mobile network operations that will be selected via call for proposal.
Qualifications:
- Experience in project management in terms of:
- Development of control and management tool;
- Planning and coordination;
- Capacity to coordinate and facilitate knowledge sharing between different stakeholders of the national financial inclusion strategy in Madagascar.
- Barnchless banking solutions to serve the financial strategy of an MFI serving rural areas:
- Technical knowledge in order to elaborate branchless solutions adapted to:
- Financial strategy and social mission of an MFI;
- Regulatory framework;
- Social economic context in Madagascar as well as pre-conditions in terms of management information system.
- Knowledge of MFIs challenges in terms of controlling operating and funding expenses for serving the rural areas ;
- Experience in facilitating and following up partnerships between financial institutions and MNOs.
- Technical knowledge in order to elaborate branchless solutions adapted to:
- Good level of understanding of challenges concerning the development of financial inclusion in rural areas would be highly appreciated;
- Experience in the use of branchless banking solutions with a financial institutions to promote financial inclusion n rural areas would be highly appreciated;
