Consultant - Establishment and Implementation of a UPU Postal Financial Inclusion Strategy and Methodology

ABOUT THE ORGANIZATION: 
Established in 1874, the Universal Postal Union (UPU), with its headquarters in the Swiss capital Berne, is one of the oldest international organization worldwide. UPU is the primary forum for cooperation between postal sector players. It  helps to ensure a truly universal network of up-to-date products and services.
ABOUT THE JOB: 
UPU is seeking a Consultant - Establishment and Implementation of a UPU Postal Financial Inclusion Strategy and Methodology. S/he will be responsible to undertake the development of the technical assistance strategy and methodology. The objective of the project is to equip the organization with a global technical assistance strategy to better serve union member countries in the area of financial services and financial inclusion. It also aims to provide a methodology for technical assistance in the field, which can be drawn upon by both internal and external experts working with postal stakeholders in the area of postal financial inclusion. 
Tasks and Responsibilities:
  • Analyze report regarding current context and needs for technical assistance and consultancy services in the area of financial inclusion. The analysis should include the recommended “niche market” in which organization can offer technical assistance in postal financial inclusion;
  • Present report on analysis of funding models to be adopted by organization for technical assistance in the area of financial inclusion and their advantages and limitations. The analysis should include the recommended funding model for the organization;
  • Assist in organization's strategy for technical assistance in the area of financial inclusion, based on the findings and recommendations of the analyses above;
  • Develop concrete action plan and road map for the implementation of the organization's strategy for technical assistance in the area of financial inclusion;
  • Develop methodology for technical assistance in the area of financial inclusion, which can be used by experts in the field;
  • Provide training plan for the dissemination of the methodology, and for the training of experts in the field of postal financial inclusion;
  • Act as training guide (didactical material for the training experts).
Qualifications:
  • Advanced level degree (Master's) in Finance, International Affairs, Business Administration, Economics, Public Policy, or similar fields;
  • Team member must have advanced level degree (Master's) in Pedagogy, Training, Human Resources, or similar fields;
  • Experience in program/project management, preferably in the area of financial inclusion;
  • Significant expertise in financial inclusion;
  • Significant expertise in the postal sector, in particular in postal financial services;
  • Previous experience with development cooperation in international organizations and in particular other UN agencies and programs;
  • Deep knowledge and experience working in the developing world;
  • Experience in the preparation of didactical materials for the development field;
  • Act as a team leader;
  • Team must be fluent in English and French.
