Enterprise Development Specialist

IESC – the International Executive Service Corps – is a US based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing and evaluating a wide range of market driven solutions along the entire value chain of a company or industry.
IESC is seeking an Enterprise Development Specialist for a Financial Services Program in Mali. The anticipated USAID-funded activity will be a multi-year effort to promote access to finance and increase investment in Mali, with the ultimate objective to promote sustainable, private sector-led economic growth. Potential areas of focus could include loan guarantee mechanisms; agriculture finance; small and medium enterprise (SME) finance; and/or microfinance. This position is full-time and based in Mali.
Duties and Responsibilities:
  • Work with DCA bank partners to promote lending to SMEs in the agriculture sector Promote the DCA program to potential borrowers, working with subgrantee partner to implement an outreach strategy to help SMEs understand how to grow their businesses, the role credit plays in the process, and the importance and nature of quality loan applications;
  • Support DCA credit applicants with financial documentation necessary to apply for DCA loans;
  • Create a portfolio of value-chain business opportunities/bankable projects and make them available to various potential investors;
  • Help carry out a constraints analysis on DCA bank partner lending to the agriculture sector;
  • Assist in measuring and reporting results of technical support capacity development and increases in DCA lending to the agriculture sector against the established baseline;
  • Aid in implementing a marketing program to generate awareness of the DCA program within DCA partner banks;
  • Help develop and update required reports for submission to USAID.
Qualifications:
  • University degree in business management, accounting, finance or a related field;
  • At least five years of experience working in the agricultural sector in Mali, ideally with some management responsibility;
  • USAID or other donor experience preferred;
  • Fluency in French and strong English language ability required;
  • Excellent written communications skills in English required;
  • Experience working in West Africa and in particular strong familiarity with Malian culture and banking environment.
