OBJECTIVES OF THE PROGRAMME : The current Ebola Virus Disease (EVD) outbreak began in Guinea in December 2013 and now involves intense transmission in Guinea, Liberia, and Sierra Leone. On Friday 25th July 2014 the Director-General (DG) of the World Health Organization (WHO) declared the Ebola outbreak to be a Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (2005), and grading the outbreak to Grade 3 in line with the WHO Emergency Response Framework (ERF). There is heightened concern about the risk of Ebola spreading to other countries. Within this framework, a WHO Ebola Response team is dedicated exclusively to coordinate international response, and mobilise international technical assistance from WHO, the Global Outbreak Alert and Response Network (GOARN) and other partners and stakeholders to provide direct support for national outbreak response activities and in the field. The UN Security Council and the UN General Assembly, agreed on the establishment of the United Nations Mission for Ebola Emergency Response (UNMEER) by the UNSG - the first of its kind - headquartered in Accra and providing a UN-wide initiative that draws together all the assets of all relevant UN agencies to tackle this crisis together. In this regard, WHO is the lead agency for a number of strategic objectives. | |
Description of duties: Under the authority of the WHO Country Representative the incumbent will contribute to the following key deliverables supporting the Ebola Emergency Response. He/she will: 1. Maintain stockpiles of essential outbreak investigation and response equipment, supplies of personal protective equipment (PPE), laboratory equipment, IT and communications systems (including satellite equipment, HF/VHF radio equipment). 2. Manage existing or develop inventory management systems, proceed with local and international procurement, manage stocks on FIFO, LIFO as per necessity. 3. Maintain and rapidly dispatch outbreak response kits or equipment to field locations to support field assessment and outbreak response missions. 4. Ensure that all materials required by affected countries is estimated, ordered, purchased and shipped in the most efficient and cost-effective manner. 5. Provide field logistics support to the concerned regional office, country office or response emergency cell, the MoH, GOARN and other partners of the international outbreak response. 6. Support field epidemiological investigations. 7. Support risk reduction and social mobilization activities. 8. Support laboratory including regulations and procedures for national and international transport of bio hazardous materials. 9. Support infection control strategies and activities in medical wards, establishment of isolation facilities. 10. Assist communities or perform the organization of safe burials when necessary or required. 11. Make the necessary arrangements for local transport, including local car rental and drivers, and the recruitment of local staff (e.g. office administrative and support staff, cleaners, security guards, etc.) for all WHO and GOARN partners. 12. Take all necessary action to ensure the well-being, security and safety of team members, including arrangements for adequate water, food and accommodation, assessing needs and priorities, requesting support from HQ, Regional and Country Offices when required. 13. Establish a logistics coordination cell and overall coordination of the logistics response at national level with the MoH. 14. Report to the logistics support team, drawing attention to needs, gaps and problems, and proposing remedial actions, and drafting guidelines for improved processes. 15. Other duties as required | |
REQUIRED QUALIFICATIONS | |
Education: University degree in logistics, transport, business or public administration or related field; or a relevant combination of professional certification/qualification in areas such as transport, distribution and supply-chain management. | |
Skills: Excellent organizational and analytical skills with the ability to coordinate activities and multitask. Demonstrated skills in IT and other equipment such as radio and satellite phones; skills in databases management and use for monitoring transportation, supplies and inventory, and forecast needs. Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy. Ability to write in a clear and concise manner, and to present factual information. Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work. | |
Experience: At least 2 years of relevant experience in logistics of which 1 year is at the international level in a developing country. | |
