| Description of duties: Purpose of the Post: To assist the Federal Ministry of Health and the concerned authorities in the development, adaptation and use of technologies and approaches to support reproductive, maternal, newborn, child and adolescent health (RMNCAH) programmes in response to the national needs and priorities. Organizational Context: Under the direct supervision of WHO Representative (WR), the National Professional Officer will assist in advising the Ministry of Health and other health partners on the implementation and technical aspects of RMNCAH in line with WHO guidelines and interventions. Summary of Assigned Duties: Under the general supervision of the WR, and with technical and strategic guidance from the technical unit in the Regional Office, the incumbent will carry out the following duties: Provide technical support to the concerned national authorities at all levels in developing, implementing, monitoring, evaluating, and assessing RMNCAH related policies and strategies. Implement and follow up on RMNCAH health-related country activities supported by WHO within the framework of the national policies and strategies, namely the National Health Sector Strategy and National MCH Acceleration Plan. Coordinate with the concerned United Nations agencies and international and non-governmental organizations to harmonize their support and facilitate the implementation of the national maternal and child health programmes at country level. Draw up the technical expertise of WHO as required for the local adaptation of relevant norms, standards, technologies and interventions necessary to improve the country's maternal and child health care, in line with the WHO Integrated Management guidelines for both Childhood Illnesses (IMCI) and Pregnancy and Childbirth (IMPAC). In coordination with WHO Country office and national authorities: initiate resource mobilization negotiations with donors and follow up on bilateral and multilateral pledges to ensure availability of funds to sustain RMNCAH programmes. Provide direct managerial support to the concerned national staff in the Federal Ministry of Health as required, and act as a liaison between all support units provided by other development partners and the Federal Ministry of Health. Conduct field missions to country states and districts to provide technical backstopping in RMNCAH in terms of programme orientation and implementation. Establish a database on the progress of RMNCAH interventions in the country. Provide proper documentation of all activities, and submit a monthly report to the WR and technical unit in the Eastern Mediterranean Regional Office (EMRO). | |

| Experience: Essential: At least 5 years' experience at the national level in the development, implementation, and management of RMNCAH issues. Desirable: Experience in writing proposals and reports are desirable. | |
