OBJECTIVES OF THE PROGRAMME : The current Ebola Virus Disease (EVD) outbreak began in Guinea in December 2013 and now involves intense transmission in Guinea, Liberia, and Sierra Leone. On Friday 25th July 2014 the Director-General (DG) of the World Health Organization (WHO) declared the Ebola outbreak to be a Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (2005), and grading the outbreak to Grade 3 in line with the WHO Emergency Response Framework (ERF). There is heightened concern about the risk of Ebola spreading to other countries. Within this framework, a WHO Ebola Response team is dedicated exclusively to coordinate international response, and mobilise international technical assistance from WHO, the Global Outbreak Alert and Response Network (GOARN) and other partners and stakeholders to provide direct support for national outbreak response activities and in the field. | |
Description of duties: Under the supervision of the WHO Country Representative, the Operational Planning Specialist will undertake the following tasks to support the four pillars of the Emergency Health Response (Safe and Dignified Burials, Community Engagement, Surveillance/Laboratory/Contact tracing, Case Management) and the support to Operations. He\she will: - Support the technical leads for the development of their overall project plans; - Develop service models and associated cost units; -Develop and implement operational monitoring tools and framework; - Provide support and coordinate the preparation, production and update of the operational plans, including timelines, templates and framework; - Provide support in defining data requirements and for the data gathering required to monitor and update operational plans; - Update the operational models; develop forecasting tools and frameworks; - Work and interact with senior managers; - Develop clear concise reports or presentations for WHO management; - Work as a team with the Response Monitoring Coordinator and the Surveillance Coordinator to ensure consistency of the analysis; - Work as a team with UNMEER and the National Coordination Structure; contribution to the overall EBOLA Response operational planning; - Other duties as required. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: University Degree in Business Administration, Political Sciences, Economics or Project Management. Desirable: Master's Degree in Business Administration, Economics, Programme Management, Public Policy, Monitoring and Evaluation, or any related field relevant to the UNMEER mandate. | |
