In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Working under the vision, guidance, and direction of the Deputy Project Director, Survey Support Team, PHIA Project (SS-DPD), the Regional Director, PHIA Project will oversee ICAP’s PHIA Project’s South Africa-based regional team, providing technical and operational guidance and oversight to both regional and country-level PHIA Project teams.

Location: Pretoria, South Africa
Major Accountabilities
- In coordination with the SS-DPD, provides high-level guidance and oversight of theHIV impact assessments being conducted in the PHIA Project countries to ensure timely and high quality implementation of the project.
- Supervises, manages, and provides technical leadership to the regional, Africa-basedPHIA Project team, including but not limited to Regional Laboratory Specialist, Information and Communications Technology Specialist, Capacity Building Specialist, and additional staff who will support Logistics, Trainings, Finance and Communications for the PHIA Project.
- Provides general oversight and direction to the country implementation teams in the adaptation of the assessment toolkit and in executing all phases of the country-level impact assessments.
- Liaises with the SS-DPD and ICAP-HQ team on oversight of all activities, outputs, and outcomes related to project management and administration, including reporting, financial transactions, execution of project plans, and project performance monitoring and evaluation at the regional and country level.
- In coordination with the SS-DPD and ICAP-HQ team, represents the PHIA Project regionally before local governments, CDC, and other partners. Serves as the primary regional advocate for the PHIA Project with regional partners and stakeholders. Assists in the preparation and presentation of progress, achievements, and lessons learned to key stakeholders, including CDC, the government, and other implementing partners.
- Oversees implementation of capacity building activities to transfer skills, knowledge and technology to regional and country stakeholders at the individual, organizational, and national levels.
- Troubleshoots to prevent and resolve potential problems and review outputs for quality control.
- Performs other duties as directed.
Education
- PhD (or equivalent) degree in demography, public health, or related health or medical discipline
Experience, Skills, and Minimum Qualifications
- Approximately eight (8) years of experience in the management of large-scale international health or development projects, with proven capacity in managing and supervising a diverse team of technical and support staff
- Approximately eight (8) years of experience in managing or implementing population-based surveys and data collection in developing countries
- Demonstrated experience in facilitating the dissemination and use of population-based and/or facility-based data in developing countries
- Demonstrated competence in the analysis of population-based and/or facility-based data
- Demonstrated competence working within CDC or similar regulations and procedures
- Proven experience in establishing working relationships and collaborating with USG, other bilateral, and/or multilateral donor agencies, and with host-country governments
- Fluent English oral and written communication skills; demonstrated ability to interact professionally in English
Travel Requirements
- Requires regional international travel up to 50% of the time, primarily to PHIAassessment countries
