PHIA Project - Technical Advisor on Demography

In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use ofPHIAs.

Reporting to the Regional Director, PHIA Project, the Technical Advisor on Demography,PHIA Project will provide demographic expertise and other technical support to ICAP’s efforts to design, implement and analyze population-based survey assessments of HIV and other health indicators among several concurrent household-based, nationally representative cohorts in resource-limited settings. The Technical Advisor will serve as part of ICAP’s Population-based HIV Impact Assessments (PHIA) team and will assist the team in ensuring that all ICAP PHIA activities meet the highest technical and ethical standards.

Location: Pretoria, South Africa

Major Accountabilities

Assists the Regional Director, PHIA Project and the Technical Specialist, Population-based Surveys by providing demographic input and other technical input as needed on all aspects of PHIA Project.

• Reviews the PHIA protocols, SOPs, consent forms, questionnaires, sampling plans, survey team plans and training materials
• Plans and implements survey progress evaluations and suggesting adjustments as needed throughout implementation to meet project targets
• Guides efforts to design, implement and analyze measurements of mortality
• Participates in each country’s regular telephone conference calls; these calls occur two (2) to four (4) times per month per country
• Attends TWG meetings in person on a regular basis, in coordination with other PHIAteam members, approximately once every four (4) – six (6) weeks per country
• Assists with monitoring the quality, consistency and progress of all HIV impact assessments
• Assists in building local technical capacity in the design and implementation of population-based surveys
• Assists in the generation and presentation of project reports, publications and presentations

Assists the Senior Technical Director and PHIA Project Director by providing demographic input and other technical input as needed on all aspects of Project PHIA.

• Provides technical input on overall PHIA team structure
• Reviews PHIA protocols, SOPs, consent forms, questionnaires, sampling plans, survey team plans and training materials
• Guides the planning and implementation of survey progress evaluations and suggests adjustments as needed throughout implementation to meet project targets
• Guides efforts to design, implement and analyze measurements of mortality
• Guides the planning of methods to monitor the overall quality, consistency and progress of all HIV impact assessments
• Provides high-level demographic guidance and oversight of the HIV impact assessments being conducted by ICAP subawardees
• Guides the design and implementation of technical and organizational capacity building initiatives with local partners
• Guides the design of PHIA data dissemination plans
• Participates in selected countries’ regular telephone conference calls
• Attends selected TWG meetings in person, in coordination with other PHIA team members and with a frequency to be determined by the Senior Technical Director andPHIA Project Director
• Assists in the generation and presentation of project reports, publications and presentations
• Performs other related duties as directed

Education

• Requires an advanced degree in public health, with a specialization in demography

Experience, Skills & Minimum Required Qualifications

• Approximately eight (8) years of experience working on international public health projects either in the headquarters of an international organization or in resource-limited settings in the field
• Approximately three (3) years of experience in the design, delivery and evaluation of programs for population-based impact assessments
• Expertise in the measurement of population-based mortality estimates
• Extensive knowledge of research design and evaluation concepts and methodologies with a focus on analysis of population-based measures; of standard and appropriate research sources and texts; and of measurement, testing and evaluation procedures
• Demonstrated ability to analyze issues, draw valid conclusions, and make recommendations; to prepare and present comprehensive statistical and narrative reports; and to conduct effective presentations
• Working knowledge of current social, economic, and public health issues related toHIV/AIDS
• Proven ability to effectively train and build capacity of local/country partners
• Demonstrated experience working with donors, implementing partners and other stakeholders; preferably experience working with the CDC
• Fluent English oral and written communication skills; ability to interact professionally in English
• Previous experience in Sub-Saharan Africa
• Strong knowledge in the application of statistical and database software to demographic analyses, including SAS and MS Access, preferred
• Demonstrated knowledge of Microsoft Office software programs, including Word, Excel, and Power Point

Experience, Skills & Preferred Qualifications

• The ability to speak, read and write in French or Portuguese is a strong advantage

Travel Requirements

• Requires international travel up to approximately 30% time, primarily to PHIAassessment countries
