Context:
Under the direct supervision of the Chief of Mission and in close coordination with the IOM’s Regional IBM Thematic Specialist and the IOM African Capacity Building Centre (ACBC), the successful candidate will be responsible for the strategic development and implementation of the community policing, border police and mining police Programme as well as in the management of programmes in Kasai Oriental and North and South Kivu. S/he will work on projects funded by the International Narcotics and Law Enforcement (INL) Bureau of the United States Department of State.
Core Functions / Responsibilities:
  1. Plan, develop and supervise the implementation of all activities of the programme in multiple sites and assure high level quality of deliverables. Provide guidance and advice to sub-offices pertaining to the implementation of Police Reform activities on the policies and strategies.
  2. Develop and maintain strategic relationships within the INL donor and relevant state actors. Support the development of strategic partnerships and alliances relevant to the achievement of overall strategy of the Organization and the Police reform in the region.
  3. Provide strategic advice, analysis and input to CoM and relevant stakeholders on all issues that may arise on the projects being managed.
  4. Responsible for the management of financial, administrative and programmatic activities for all projects in Katanga Region and ensure that IOM standards and operating modalities are met.
  5. Manage all aspects of the INL-funded projects in line with IOM and donor requirements, and specifically organize training activities and oversee construction projects, in coordination with INL and the Congolese National Police (PNC) in Lubumbashi and support the programme implementation in the areas of Kasai Oriental and North and South Kivu.
  6. Develop internal Field Annual Work Plan translating strategies and approaches developed by IOM and National partners into concrete and synchronized action at the district level.
  7. In coordination with the COM, lead the development of the Mission’s resource mobilization strategies on Police Reform, taking into account national and donor priorities in the DRC and IOM’s regional and global strategic priorities and objectives; and implement the strategies in close coordination with the CoM and relevant units within the Mission.
  8. Responsible for continually developing Police Reform and Security Sector Reform (SSR) projects which are relevant to IOM gender policy for the whole DRC in accordance with IOM mandate, National strategic priorities and donor interests.
  9. Develop the Risk and Mitigation matrix.
  10. Assure the Functioning of the Comité local de sécurité (CLS, local security committee) in Lubumbashi and Mbuji Mayi.
  11. Oversee and coordinate timely submission of reporting on projects, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports. Meet the Mission’s and the donor’s reporting requirements by providing specific data, analysis, and financial reports.
  12. Liaise and act as Focal-point with relevant interlocutors in order to ensure efficient programme implementation, thus facilitating information exchange and project cooperation, as well as promoting IOM-implemented initiatives. Accord specific attention to law enforcement and border management institutions and other donors working in the realm of security sector reform.
  13. Drive the development of reports, presentations, talking points, and briefings on project activities.
  14. Represent IOM and participate in the relevant conferences, workshops, trainings and seminars and make presentations on assigned topics and activities.
  15. Develop close working relationships with relevant key state actors, UN counterparts and relevant national and international NGOs.
  16. Perform such other duties as may be assigned.

  • Correctly frames law enforcement and migration issues within their regional, global, political and legislative context.
Required Qualifications and Experience
Education
  • Master’s degree in Political or Social Sciences, Humanities, International Relations or a related field from an accredited academic institution with eight years of relevant professional experience; or
  • University degree in the above fields with ten years of relevant professional experience.
Experience
  • Previous experience in strategic/ technical advisory and coordination is desired;
  • Previous experience providing support to national efforts in the area of training/capacity building, law enforcement, operations, border security and/or management, security sector management is desired;
  • Knowledge and understanding of BMIS an advantage;
  • Experience working overseas in a post conflict or reconstruction programme;
  • Previous experience in writing training plans, statements of works, standard operating procedures and detailed instructions;
  • Ability to speak in public; ability to prepare and provide briefings in English and French.
Languages
Fluency in English and French is required.
