Norwegian Refugee Council (NRC) Horn of Africa/Yemen/South Sudan and Uganda, with regional office in Nairobi, Kenya is implementing Refugee/IDP programmes in Kenya, Somalia, Ethiopia, Yemen, Djibouti, South Sudan, Uganda and light foot print operation in Eritrea. Prioritized activities focus on shelter; WASH, Education, Food Security and Information, Counselling and Legal Assistance (ICLA). The role of the Djibouti Programme Manager is to lead multi-sector projects (Food Security (FS); Water, Sanitation and Hygiene (WASH) and Shelter) in Djibouti under the guidance of the Head of Office and the Country Director. The role consists in ensuring the start-up and development of the FS programming and the scaling-up of the WASH and Shelter programming using an integrated programming approach and market based approach with these various sectors under the technical guidance of the Regional Programme Managers (RPMs) for FS, WASH and Shelter.
Job description
Develop, coordinate and manage multi-sectoral projects (FS, Wash & Shelter) in line with proposals, strategies and donor requirements.
Manage, train and develop the project team
Ensure high technical quality and transparent processes
Adherence to FS, Wash & Shelter tools and handbooks and other NRC policies
Represent FS, Wash & Shelter in internal and external forums
Responsible for project documentation
Develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
Transparent and cost efficient procurement of goods
Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
Implement project specific protection priorities
Specific tasks are:
Overall planning and management of multi sectorial intervention and project related to relief & recovery intervention in refugee camps, rural and urban areas.
Represent NRC in all public meetings/cluster meeting concerning FS, WASH, Shelter, recovery, durable solutions, resilience programming at municipal and provincial level.
Liaise with key coordination mechanisms to share findings and any issues of relevance and/or concern related to relief, recovery and resilience programming.
Actively seek funding opportunities in collaboration with the Head of Office, Country Director and Regional Programme Managers (RPMs), liaise with donors and prepare proposals and budget to relevant donors according with NRC guided

At operational level work closely and hold regular meetings with the Project Officers (FS, WASH and Shelter), Head of Office and RPMs in order to improve program integration and cooperation at all levels.
Participate in project-related recruitment and capacity building processes of project staffs.
Ensure that project systems and procedures are compliant with agreements applicable to individual grants and NRC principles and ways of working.
Ensure that the projects are carried out according to planned budget lines and annual activity plans.
Ensure mainstreaming of new technology and other Information, Communication & Technology (ICT) utilization throughout the project cycle

Qualifications
Relevant university degree or higher education, preferably in social & economic development, rural development, food security/livelihood, agro-economy
5 years of experience from working as a Project Manager in a humanitarian/recovery context
Experience from working in complex, volatile and harsh contexts
Experience from working with mutli-sector/integrated programming including FS & Livelihood, WASH & Shelter (Infrastructure))
Technical expertise in FS and Livelihood required
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French and English, both written and verbal
Experience with start-up and programme development
Experience with Resilience interventions
Experience with Early-Recovery into development programs
Experience with cash transfer and market base programming
Experience with Programme management design and PCM tools
Valid driver’s license
Personal qualities
Knowledge of the context in Djibouti
Computer skills essential. Database skills a plus
