Protection Expert - Central African Republic

We are looking for a highly qualified Protection Expert to work in one of the biggest international NGOs in the Central African Republic (CAR).
Who are we?
Danish Refugee Council (DRC) is a Danish international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, legal aid and a wide range of other protection assistance.
DRC is one of the largest INGOs in CAR, working out of 3 Field offices in the North, 3 sub offices and the capital office (Bangui) and a complex funding portfolio. The program strategy for 2015 covers the sectors of Protection, Livelihoods, Legal aid and Emergency Education, IDP profiling and protection monitoring as well as Food Security, Early Recovery and small scale infrastructure including WASH. Interventions are currently located in four Prefectures: Ouham, Ouham Pendé, Bangui and Bamingui-Bangoran.
About the job
According the last survey on the intention of return among the IDPs in Bangui, carried out by DRC in August 2014, more than 90% of the IDPs have expressed their willingness to return if adequate support is provided. According to them, the priorities for the return are: security, reconstruction of housing, access to Income Generating Activities (IGAs) or small business activities like they had before the conflict.
In 2015, DRC will implement, in Bangui, a “Durable Solutions” Program, aiming to integrate early recovery, protection and social cohesion interventions, in order to reinforce resilience among communities and promote a protective environment for returned and resident population. This program is funded by DANIDA, ECHO, AFD and FAO and will be implemented within a durable solutions framework.
The Protection Expert will be in charge of the implementation, follow up and supervision of al protection activities planned in this Durable Solutions program and ensure protection mainstreaming in all other activities (livelihood, food security, social cohesion). The Protection Expert will refer directly to the Protection Coordinator.
Duties and Responsibilities
• Ensure that the protection and reporting activities within the project are implemented in a timely, professional and sustainable manner;
• Ensure management of protection national staff in Bangui and coordination with other teams, especially livelihood and social cohesion;
• Provide technical advice and training to local staff in protection key issues as Humanitarian International Law, Human Rights, SGBV, Psychosocial Support, Child protection, Individual Protection Assistance, House Land and Property (HLP), etc;
• Supervise and work closely with national staff involved in the above mentioned program ;
• Ensure good monitoring & evaluation of implemented activities;
• Conduct a firm advocacy in search for response on protection concerns;
• Work closely with local authorities to foster good will and support for protection activities;
• Support the Protection Coordinator in the preparation of project proposals;
• Organize and conduct regular field visits to ensure technical support to field staff and local partners.
About you
To be successful in this role you must have:
Required qualifications
• Advanced university degree in law, social / political science, or related fields;
• At least 5 years experience in the implementation of field-based protection projects in emergency or post-emergency settings with an international NGO ;
• Proved experience in displacement context with focus on return of IDPs in urban context
• Good understanding of key issue related to Humanitarian International Law, Human Rights, SGBV, Psychosocial Support, Child protection, Individual Protection Assistance, House Land and Property (HLP), etc;
• User level computer literacy (Office Package, Outlook, etc.);
• High proficiency in written and spoken French;
• Experience in supervision, capacity building and support of national staff;
• Very good writing and reporting skills;
• Strong organizational, interpersonal, negotiation and communications skills;
• Highly motivated, results-oriented, and creative in problem-solving;
• Ability to cope with heavy workloads and to work under pressure;
• Willingness to travel and work under difficult conditions, sometimes in settings with few amenities;
• A high level of social-cultural sensitivity when dealing with colleagues, partners and beneficiaries.
Desirable qualifications
Ideally, you will also have:
• A Master’s degree in Human Rights, Humanitarian Assistance, etc.;
• Work experience in institutional capacity building or SGBV;
• Good level in English.
We offer
DRC will offer the successful applicant a 12-months contract, renewable dependent on both funding and performance. You must be available to start work from the 1th February 2015 and be willing and able to work in Bangui.
