Health Informatics – Lead EHR Systems Analyst Services – Zambia

****The scope of work under this contract shall not include patient care or treatment and shall not involve direct contact with blood, bodily fluids or any patient samples****
The SmartCare project is now a national standard, and Ministry approved, electronic health records initiative, with a budget of roughly $5M/year. It has grown from 25 to 575 clinics, and 478,000 patient records, the largest national EHR in Africa. In the next year the application is expected to grow to serve over 2 million patients.
Under this task order, the contractor will independently provide the senior technical consultation for Electronic Health Records (EHR) systems analysis and software development skills and services to CDC-Zambia, to satisfy CDC overall operational objectives. The primary objective of the task order is to secure expert contractor services and deliverables for the performance of:
Senior Technical consultation, reference, systems analysis, software development design, and quality assurance expertise for the SmartCare software development team. Is the senior resource for integration and quality control of code developed by all other C# developers.
Note: this software team of C# developers, are staff of one or more collaborating NGOs, NOT USG employees, PSCs, or contractors, and most are subject to the HR department of one NGO, but sometimes to other NGOs, but not to CDC. They are producing software to aid the Zambian Ministry of Health in response to, and under requirements of, the Zambian national standard package of care, not for the USG. Neither this contractor, or CDC staff, have line or contractual authority over these staff; this contractor has senior and ‘lead’ expertise and provides ‘guidance’ by virtue of superior experience, expertise and by simply knowing how to solve technical software problems very well and quickly, not by virtue of any supervisory or governmental authority.
· Lead user and expert manager of MS Team Foundation Server Development Suite’s collaboration tools; generates monitoring reports on project progress to the Project Director, Project Manager, and as feedback to the rest of the software development team. Lead for technical analysis and evaluation, reporting directly to the Project Director and Project Manager, regarding all elements of the application development life-cycle, including requirements, specifications, design, implementation, testing and system deployment:
o Drafting and analysis of systems requirements and software specifications for SmartCare system with direction from Project Manager or Director.
o Technical reference and software design review for C# code for Zambia based team; design and development of C# and SQL code to implement SmartCare clinical systems requirements
o Testing Quality Assurance for code developed by all other C# developers.
o Senior technical reference for MS Team Foundation Server Continuous Integration Build, and Team Foundation Branching practice
o Senior technical reference regarding security, privacy and confidentiality protocols for SmartCare EHR system reporting, data access and data analysis
· Lead technical reference in software design and development of the SmartCare application framework to support national and international localization and of the SmartCare system.
· Senior technical reference and development expertise to the SmartCare EHR system in accord with established international standards including ICD-10 coding, HL7, LOINC and interoperability standards

· Collaboration with other consultant/volunteer teams as the senior expert in conducting software training, development standards, and support to the in-country software development team.

Responsibilities/Duties:
Candidate tasks to be performed (likely only some will be done in each time frame depending on project requirements and other human resources in time frame):
  • Provide lead technical guidance to the software development team in consolidation and coordination of software system design, development and analysis with CDC, Zambia, Ministry of Health and various cooperating partners working with SmartCare Program
  • Provide the lead guidance and technical advice, conduct code reviews, and perform testing of own software and for others on the development team, reporting directly to both the Project Director and Project Manager
  • Provide guidance, technical advice and help set development priorities by working with cooperating partners who are working within the domain of the Smart Care program. Provide trainings, one on one mentoring for developers on the team as the senior member of the development team
  • Analyze and review and guide selection of SmartCare system data elements forming a national standard, drawing on other EHR systems, WHO and other international standards, and co-design the solution for documenting this standard with the senior database staff
  • Lead the analysis of outpatient department operations necessary for specifying the modular SmartCare software functions to support TB, STD, Malaria, other HIV-related health services, couple’s Testing and Counseling, Community based health solutions, Health facility related data capture, Environmental health services and other well care services to CDC, using a new, flexible, ‘plug and play’ dynamically integrated clinical interaction design to better support ‘E-First’ operations and dynamic work flow.
  • Draft requirements and specifications for these revised service modules, or other application features
  • Provide senior EHR leadership in the implementation and/or updating of these, or other SmartCare modules, including Maternal and Child Health services, Adult & Pediatric HIV/AIDS care, OPD, ZEPRS system integration, patient and facility analysis reports, etc., in C# and SQL code, and other tools as required
  • Provide senior-level system design and development where SmartCare application functionalities need to be internet accessible and secure and where SmartCare application needs to support mobile services
  • Provide senior leadership in maintaining the software code base and assisting administration of the SmartCare project management by using Team Foundation Server to control and periodically reconcile multiple branches of program logic for the Zambian development team
  • Provide senior Electronic Health Records technical leadership as required with project management requirements, such as training meetings, user documentation, deployment, presentations, and project operations or impact analyses.
Required Deliverables:
****CTS is required to collect copies of all your contract deliverables and submit them to CDC Atlanta. Therefore, please submit your scheduled deliverables to Ymelda Ramos, Administrative & Operations Manager via email:deliverables@ctsglobalusa.com and a copy to your COTR. CTS is required to withhold your expenses and/or final vacation payout in the event you do not provide copies of the expected deliverables.****
· Weekly Progress Report, listing tasks worked on by day
· Annual Report, due by end of each year
· Senior team technical meeting participation
· High quality software documentation, to satisfy the team’s functional needs
· Internal training sessions, and code review for other developers
· Presentations of SmartCare functionality to senior technical staff of other collaborating organizations
· Other specific deliverables as appropriate to the duty above: e.g., a standards document, a systems analysis of clinical operations, requirements or specifications documents, etc.
· Documentation of software team processes outlined in above sections, to satisfaction of CDC leadership and others stakeholders
· Weekly Progress Report, listing tasks worked on by day
