Finance Manager – South Sudan

BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position ofFinance Manager for our programs in South Sudan.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is currently implementing 20-22 projects across twelve sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
International Medical Corps continues to explore and address emerging needs countrywide emanated from the conflict erupted in December 2013.
JOB SUMMARY
The Finance Manager will provide day-to-day financial and administrative support on one or more programs/grants, including the processing of transactions, adherence to donor regulations and International Medical Corps policies and procedures, reporting, and assisting in financial analysis.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Accounting and Finance Support to Grant/Contracts
  • Assist the Program and Finance staff with day-to-day accounting operations and financial support in accordance with donor/client and International Medical Corps internal policies and procedures
  • Preparation of monthly financial reports for all HPF sites for review by finance director and HQ
  • Supervise the finance staff in the field to ensure that all transactions are in line with IMC and donor regulations
  • Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments
  • Assist program staff and finance department in meeting donor/client and internal reporting requirements
  • Prepare timely and accurate financial reports for submission to donor on or before the deadlines
Assist Finance Department in other finance related tasks, as needed
  • Research on financial compliance topics
  • Working to build the capacity of national finance staff
Working Relationships
  • Maintain frequent communication with Program Staff, HQ Finance and Field office Finance to ensure finance activities and objectives are communicated clearly
  • Work with program and logistics staff to ensure the coordination of programs are within budgeted targets
  • Attend coordination meetings
Prevention of Sexual Exploitation and Abuse
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
Other duties as assigned

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.
  • Minimum of a college or university degree in Accounting or Business Administration
  • Minimum 2-3 years managerial experience in a non-profit organization or equivalent combination of experience, training, and education
  • Extensive experience in working with computerized accounting systems
  • Comprehensive knowledge and working experience with USAID, World Bank, EU, DFID, UN, and other donors; familiarity with Health Pooled Fund financial reporting requirements will be an advantage
  • Strong writing and presentation skills
  • Proven capabilities in leadership required
  • Strong negotiation, interpersonal and organization skills
  • Ability to train others and work with minimum supervision
  • Strong cultural sensitivity
  • Strong organizational skills and the capacity to analyze and prioritize needs
  • Fluency in English is required
