Personnel Managers (chef-fes de personnel)

Purpose of the Position
The Global Planning (GP) Unit's main objective is the planning of international assignments and the deployment of staff in line with the operational needs of the Institution.
The Personnel Manager works hand in hand with the Pool Manager-s of the assigned function (métier or generalist) to identify and assign the best qualified person for each field mission according to the International Assignment Planning framework. To do this the Personnel Manager also works closely with all divisions of HR and Operations and has a good understanding of the position requirements and the pool members.
The Personnel Manager reports to the Head of Unit.
Main Responsibilities
  1. International Assignment Planning: Based on the job requisitions formulated by the delegations and regions as well as the required competencies defined by the function combined with development opportunities and staff requests, the personnel manager provides support to the pool managers in assigning the right person to the right position. The personnel manager ensures smooth and timely departures and returns by coordinating with pool management, incoming and outgoing staff, the delegations and HR Shared Services. Within the unit the personnel managers share information and job openings, allowing transfers between pools, sharing of best practises and ensuring internal equity.
  2. HR support and services to pool managers by providing tools and metrics giving overview of pool and assignees to anticipate future pool needs and identify areas of development for pool members. Personnel Manager, pool manager and the recruitment unit work together to source the right profiles internally (mobile and resident staff) and externally to provide the field with the appropriate mobile resources
  3. HR services to mobile staff: The chef de personnel is the mobile staff member's point of contact in HR with regards to assignment planning and career development. The services the personnel manager currently provides includes employee relations, remuneration, training and “performance management”. The personnel manager liaises with HR specialists and experts as appropriate.
  4. Internal Projects: Within the PMP framework and the HR delivery model the Global Planning Unit is evolving and each personnel manager contributes to the reflection, the improvements and change of practises that we are putting into place.
Qualifications and Experience
  • University degree, ideally with specialisation in HR or relevant equivalent experience
  • Confirmed HR generalist work experience of minimum 3 years
  • Recent humanitarian field experience, ICRC field experience a must
  • Fluent written and spoken English and French
  • Knowledge of ICRC assistance metiers is a significant asset
Skills and Competencies
  • Good knowledge of Swiss Labor Law and the ICRC's CCT and RPM
  • Experience working with IT systems in particular PeopleNet and Microsoft Office (specifically Excel)
  • Skilled in negotiation and handling of sensitive situations. Flexibility and adaptability, ability to reach consensus
  • Strong relationship building, listening and communication skills
  • Customer, team and solution oriented
  • Discrete, rigorous, organised and persevering
  • Ability to set priorities
Start date: to be defined
Length of assignment: minimum 2 years
