Chief of Party
Effective with the release of this position announcement, Winrock International is recruiting applicants for Chief of Party for its International Agriculture group for the anticipated USAID-funded Building Liberia’s Value Chains (BLiV) project. Responsibilities, duties and qualifications are described in the attached position description.

POSITION DESCRIPTION
POSITION TITLE: Chief of Party
LOCATION: Liberia
DEPARTMENT: International Agriculture
REPORTS TO: Senior Director of Agriculture
POSITION SUMMARY:
Winrock International is currently recruiting a Chief of Party for the anticipated USAID-funded Building Liberia’s Value Chains (BLiV) project. BLiV will be a multi-year project focusing on increasing smallholder farmer incomes by expanded access to and increased usage of agricultural inputs (including agriculture equipment), improvements to post-harvest handling, processing, packaging, and enhanced market linkages. The Chief of Party position will be based in Liberia and is subject to project award to Winrock International.
MAJOR RESPONSIBILITIES:
The Chief of Party will be the primary point of contact with the USAID/Liberia Mission and will provide leadership, management, and technical oversight for all project activities and deliverables. S/he will oversee project management systems for finance and administration, logistics, human resources and strategic operation. S/he will ensure the completion of time reports, evaluation, analyses, assessments, and deliverables that meet USAID quality control/assurance standards and provide hands-on guidance and support to project activities and personnel.

QUALIFICATIONS AND BACKGROUND:
Education:
- Advanced degree in agribusiness, agronomy, agricultural economics or related field.
Experience:
- Minimum of 15 years of experience managing USAID funded agricultural projects of similar size and scope.
- Demonstrated knowledge and experience in agriculture production and postharvest practices as well as experience in private sector in agricultural development. Experience within or specific to Liberia is preferred.
- Proven record of achieving development impact in similar projects focusing on commercial agribusiness, market development and investment promotion.
Skills & Knowledge:
- Demonstrated experience and leadership in the formation of market linkages, supply of equipment and inputs to smallholder farmers, creating producer–market linkages, public-private partnerships and corresponding business/investment plans
- Excellent leadership and communication skills
