Team Leader – Arab Women’s Enterprise Fund (AWEF)

Objective of the Programme
The Arab Women’s Enterprise Fund (AWEF) is a £10mn programme which aims to address barriers to women’s economic inclusion in the Middle East and North Africa (MENA) region. AWEF aims to increase economic opportunities and benefits for 150,000 poor women in the region and support women’s economic empowerment through a market development approach. The programme will be implemented over five years (2015-2020) in Palestine, Jordan and Egypt. AWEF is funded by DFID in partnership with the Islamic Development Bank (IDB) who will provide a further £10mn of support to the programme.
Scope of Work
We are seeking applications from experienced Team Leader candidates for the programme who will be responsible for the overall management of the multi-country programme, including providing strategic leadership, working closely with DFID and overseeing the reporting of the programme.
Duties and Responsibilities:
· Serve as principal liaison with DFID and key community stakeholders on programme communications and technical implementation activities
· Develop and manage relationships with key actors including government, private sector, and CSOs
· Management and oversight of project finances
· Management of staff, as well as recruitment
· Work directly with DAI Head Office on programme, implementation, personnel, and budget
· Oversee contractual and financial matters with donors and key partners, and play a key role in the preparation of budget
· Regular drafting and compilation of monthly, quarterly and annual reports
· Provide timely and accurate reporting to DFID on all programme areas
· Oversee all technical aspects of the project and participate, as required, in assessment, analysis, and training
· Manage, lead and oversee long and short term staff and subcontractors in achieving project results
· Oversee the participatory planning process and produce a strategic plan for project deliverables
· Oversee the development and implementation of the M&E framework
· Provide timely and accurate reporting to DFID
· Present programme findings to stakeholders and clients; both written and oral
· Coordinate programme activities with other donors
· Ensure good relations with donor agencies and local implementing partners
· Ensure good, frequent, and direct communications with the Head Office
Requirements:
· A minimum of 10 years’ of professional experience managing large scale, complex international development projects
· Experience in managing multi-country programmes and teams in MENA and experience of working in conflict environments
· Experience working on women’s economic empowerment projects
· Experience working with and applying market development approaches to development programmes
· Strong experience and understanding of the cultural, social, political and economic context of the MENA region
· Understanding of the importance of applying value for money throughout the project
· Demonstrated leadership, team building and people skills
· Fluency in English essential and Arabic strongly desired
· Knowledge of Islamic financing and experience working with large banks and financing institutions is desirable
· Experience working with DFID highly preferred
· Willingness and ability to travel frequently between all countries in the region
