Regional Medical Director - Ebola

Essential Job Duties/Scope of Work:
BACKGROUND
In response to the Ebola-related humanitarian emergency in West Africa, International Medical Corps has established Ebola treatment centers and training centers in Liberia and Sierra Leone, a training center in Mali, and is in the process of expanding to Guinea. International Medical Corpsis consolidating technical and operational support to Ebola programming from the HQ to the regional level and is fostering the establishment of a Regional Ebola Response Team, which will support emergency, transition, and development programming in each of the response countries.
JOB SUMMARY
The Regional Medical Director’s prime responsibility is to oversee and direct the technical aspects of programming related to Ebola Response. This includes: providing guidance for country-level technical staff; ensuring systematic application of standardized policies, procedures, and protocols; holding final technical decision-making responsibility; routine monitoring of essential program needs and supplies; regular evaluation of program activities; and ensuring the application of the highest possible standards of care within regional Ebola programming.
ESSENTIAL RESPONSIBILITIES

  1. Program Oversight and Management
    • Lead the technical teams in West Africa region for both Ebola response and recovery programming in direct collaboration with the country-level senior management, program directors, and HQ Technical sector teams
    • Oversee the harmonization and implementation of standard needs assessments, monitoring and evaluation platforms, and situational analyses across country
    • Ensure implementation of standardized Ebola programming across country programs through regular monitoring visits and collaborate directly with the M&E national and regional staff to ensure the quality assurance of all programs
    • Oversee the clinical and operational research related to Ebola, as well as in future participation in clinical trials in collaboration with the HQ Technical Unit
    • With Regional Director, lead dialogue with the country teams and technical staff to plan for future program directions in terms of beneficiary needs, new sites, and/or new programs
    • Provide oversight for review of concepts and proposals for future funding following the protocols and formats of each donor
    • Work with field teams and global logistics to procure supplies based on accurate consumption tracking and measurement
    • Co-lead the development of a regional technical approach and strategy with the Regional Director and relevant sector leads
    • Assist with the development and updating of relevant technical training materials
  2. Representation
    • Actively participate and/or delegate representations for attendance at field and regional coordination meetings, as well as other coordination meetings which are relevant to technical programming at a regional level
    • Ensure maximum visibility of the agency in coordination and technical forums
    • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values, and standpoint with regard to internal and external actors
  3. Human Resources Management
    • Oversee the selection and training of qualified technical staff at the regional and country level
    • Directly supervise regional technical coordinators including those in the sectors of WASH, M&E, MHPSS, Training, and other sectors as relevant
    • Maintain open lines of communications with all field staff
  4. Training/ Capacity Building
    • Determine training needs of incoming technical and programmatic staff
    • Advocate and plan for professional development for expat and national staff
  5. Working Relationships
    • Maintain frequent communication with field teams to ensure program activities and objectives are implemented to the defined standard
    • Work with Finance and Logistics senior staff to ensure the coordination of procurement and receipt of program supplies and that purchases are made within budgeted targets
    • Hold regular meetings between regional technical team and relevant members of the HQ Technical Unit
    • Interface with national government and other agencies as necessary
    • Other duties as assigned. The duties and responsibilities are representative of the nature and level of work assigned and are not necessarily all inclusive. Qualifications:
QUALIFICATIONS
• Medical degree; preferably with a Master’s in Public Health
• At least 5 years of experience in overseas programs at the Coordinator level related to emergency response programming; or equivalent combination of education and experience.
• Must have excellent communications skills, both oral and written
• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGOs
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
• Ability to relate to and motivate staff effectively
• Excellent analytical, data analysis and reporting skills
• Ability and willingness to travel to various field sites
• Fluency in spoken and written English language necessary
• French language skills an asset
