Contexte:

Oxfam met en œuvre l’un de ses plus vastes programmes en RDC, fournissant une aide d’urgence et au développement, et plaçant la RDC comme pays prioritaire pour son action de plaidoyer humanitaire. La protection est parmi les besoins les plus pressants et les plus complexes auxquels les différents intervenants humanitaires, tels qu’Oxfam, tâchent de répondre. Depuis 2009 Oxfam a mis en place un programme de protection communautaire au Grand Nord et au Petit Nord, travaillant étroitement avec les organisations de la société civile pour répondre aux changements dans le contexte.

Le rôle :

Vous gérerez et développerez le Programme de Protection au Nord Kivu, sous la supervision hiérarchique du Coordinateur Provincial et sous la supervision technique de la Coordinatrice de Protection.

Responsabilités clés :

1. Gestion de Programme

• Vous serez responsable pour la gestion de cycle de projet d’un programme d’environ 1.3 million de dollars, incluant la gestion du budget, le rapportage aux bailleurs, les propositions et le suivi et évaluation ;
• Vous gérez l’équipe de protection au Nord Kivu, y compris la gestion de deux staffs directement, et vous assurez un environnement de travail positif qui encourage le personnel à se développer.

2. Stratégie et développement du Programme

• Vous appuyez l’équipe protection à développer les bonnes pratiques en adaptant le model de protection de Oxfam aux contextes changeants du Nord Kivu selon la stratégie de Protection National ;
• En collaboration avec le Coordinateur Provincial et le Coordinateur de Protection National, vous serez actif dans la recherche de finance pour le programme au Nord Kivu, selon la stratégie.

3. Représentation et plaidoyer

• Vous mènerez une analyse de contexte permanente et travaillerez étroitement avec l’équipe de plaidoyer d’Oxfam pour porter des messages clés au niveau provincial et national;
• Vous serez actif dans la représentation d’Oxfam au cluster protection et dans les groupes de travail et sous clusters appropriés et vous assurez la coordination avec les autres acteurs de protection au Nord Kivu.

Essential

1. Une expérience avérée dans la gestion de programmes communautaires dans un environnement insécurisé
2. Expérience démontrée dans la gestion, développement et formation du personnel
3. Expérience de contrôle budgétaire et gestion de la finance de plusieurs contrats des projets
4. Une bonne compréhension de la protection, y compris les cadres juridiques nationaux et internationaux pertinents
5. Une expérience avérée de la promotion des approches participatives communautaires
6. Capacité à travailler de manière flexible et créative, d’écouter et d’adapter la stratégie du programme en fonction de l'évolution du contexte, tout en assurant le respect des règlements des bailleurs
7. Expérience avéré dans le plaidoyer et coordination avec des autres acteurs
8. Expérience de travailler avec les partenaires locales et engagement à leur développement
9. Expérience du développement des propositions, rédaction des rapports et gestion des contrats de bailleurs.
10. Compétences fortes interpersonnels, de communication, et de développer des relations avec différents acteurs
11. Aptitude de planifier, d’organiser et de prioritiser des taches de travail
12. Capacité de bien travailler sous pression et de répondre aux besoins changeants dans un environnent insécurisant
13. Engagement envers des principes humanitaires et les objectives d’Oxfam
14. Excellent niveau de français parlé (essential) et écrit (souhaité)

Context:

Oxfam implements one of its largest programmes in the DRC, including WASH, food security, emergency aid and protection, of which the latter is one of the most pressing and complex issues to respond to. Since 2009 Oxfam has implemented a community based protection programme in the ‘grand’ and ‘petit’ north of the province of North Kivu, working closely with civil society organisations to respond appropriately to changes within the context.

The role:

You will manage and develop the Protection Programme in North Kivu, under the line management of the Provincial Coordinator, with technical supervision from the National Protection Coordinator.

Key responsibilities:

1. Programme Management

• You will be responsible for the management of a programme of approximately 1.3 million USD, including budget management, overseeing monitoring and evaluation and donor reporting;
• You will manage the Protection Team in North Kivu, including direct line management of two staff, and encourage a positive working environment that supports staff development.

2. Programme Development and Strategy

• You will support the Protection Team in the development and implementation of good practices, adapting the Oxfam Protection Model to changing contexts in line with the National Protection Strategy ;
• In collaboration with the Provincial Coordinator and the National Protection Coordinator, you will actively participate in the identification of funding opportunities and the elaboration of proposals, according to the Protection Strategy

3.Representation and Advocacy

• You will develop and maintain a context analysis and work closely with the Advocacy Team in identifying and communicating key messages at Provincial and National levels;
• You will actively represent Oxfam in the Protection Cluster, working groups and sub-clusters as appropriate, and ensure coordination and synergy with other protection actors in North Kivu.

Person requirements:

Essential

1.Experience in managing multi-project programmes in insecure environment

2.Demonstrated experience in staff management, development and training

3.Experience in budget management and monitoring across multiple projects

4.A strong understanding of protection, including relevant national and international frameworks

5.Experience in participatory community approaches

6.Ability to work in a flexible and creative manner, strong listening skills, and the ability to adapt programme strategies and approaches to changing contexts

7.Experience in advocacy and in coordinating with other national and international actors

8.Experience in working with local partners and supporting their organisational development

9.Experience in the development of project proposal and report writing for donors

10.Strong interpersonal and communication skills,

11.Strong ability to prioritise, plan and manage tasks for yourself and other team members

12.Ability to work under pressure and rapidly respond to changing needs within an insecure environment

13.Agreement with Oxfam’s humanitarian principles and objectives

14.Excellent level of spoken (required) and written (desired) French

Desirable

• Previous experience in protection programmes, or a similar area, within the east of DRC
• Excellent level of spoken and written English
