Position/Title: Migration Health Officer
Duty Station: Bentiu, South Sudan
Classification: Consultancy, 3 months with possibility of extension
****I. General Functions:****
Under the overall supervision of the Chief of Mission for South Sudan Chief of Mission in Juba, and the guidance of the Migration Health Manager in Juba, the successful candidate will be responsible and accountable for oversight, coordination and implementation of IOM’s emergency health clinics in South Sudan.
****Specific Functions and Duties:****
- Provide direct oversight to emergency health operations in the field including clinic set-up and implementation where necessary, staff supervision and direct implementation of consultations. This may also include field level coordination of activities such as mass and routine immunization campaigns, health promotion sessions and house to house visits (including assisting the selection of candidates from the target population), reproductive health services (ANC, PNC, EmONC, deliveries, prevention of STI transmission, family planning), facilitation of health referrals and provision of medical escort services as needed; and supervision of drug supply management.
- Supervise the day-to-day health team activities and prepare weekly schedule of activities including staff work and leave schedules;
- Supervise and guide Medical Assistants, Nurses and Midwives on clinical duties and assignment of tasks to ensure the health programme is functioning properly; flag issues of concern immediately and provide possible solutions to the Head of Sub Office and Migration Health Programme Manager.
- Lead and supervise IOM’s preparedness and response for outbreaks of waterborne illnesses such as cholera, Hepatitis E and Acute Jaundice syndrome, and malaria. This may include the set-up of Oral Rehydration Posts, management of a transport system for patients and recruitment and training of new staff for response preparedness.
- Monitor and analyze health projects’ process, specifically aimed at increasing effectiveness, recommending specific actions, and assist in the development of evaluation protocols.
- Organize and facilitate basic and refresher trainings for health staff, including hygiene and health promoters, on the Integrated Management of Childhood Illnesses (IMCI), South Sudan Ministry of Health treatment guidelines, emerging outbreak prevention, detection and control protocols, nutrition screening as well as basic emergency protocols such as the Minimum Initial Service Package for Reproductive Health in Emergencies (MISP) and the Clinical Management of Rape (CMR).
- Ensure maintenance of medical/confidential documentation and records of all consultations done by the health team;
- Consolidate and review clinic data for the weekly Infectious Disease Surveillance Report (IDSR) and morbidity reports using sex and age disaggregated data ; Support regular reporting on project achievements, problems encountered, pertinent developments, and strategic needs for IOM South Sudan programs, as well as for donors and partner agencies and provide technical updates, documenting and disseminating best practice materials;
- Support information sharing and coordination mechanisms between and among other Multi-Sector units (e.g. WASH and NFIs) as well as with other programme units such as Logistics, Security, Human Resource and Finance units; and with IOM Juba Migration Health Unit;
- Participate on behalf of IOM at health and other coordination meetings, liaise with national and international health and development assistance authorities, agencies or organizations regarding strategic planning on health related matters; key counterparts will include Ministry of Health, WHO, UNAIDS, UNFPA, UNICEF, Health Cluster partner agencies among others, national universities and other stakeholders;
- Undertake field assessments in IOM areas of work on as needed basis.
- Perform such other duties as may be assigned.

III. Education and Experience
a) Completed university Degree in Medicine or Nursing from an accredited academic institution; advanced degree in public or community health an advantage; b) at least five years operational and field experience in implementing health services for migrants, refugee and displaced persons and other vulnerable groups; including early recovery or post crisis emergency health programming; c) demonstrated experience in coordination and liaison with government authorities, knowledge and structures and functions of primary health care system, of national, UN and international health agencies and donors
IV. Languages
Fluency in written and spoken English is required.
