Finance Officer– Based in N’Djamena, Chad
HIAS Tchad is a non-profit non-governmental organization committed to the assistance, protection and durable solutions needs for refugees at heightened risk in Africa, through the provision of direct psycho-social, social and resettlement services as well as through community outreach and capacity building for partners.
HIAS seeks to recruit a qualified and well experienced Finance Officer whose main purpose will be to implement and maintain HIAS and donor financial procedures, offer effective financial management support to the financial team as well as track budget and monitor grants while applying HIAS’ polices and procedures to ensure accountability in Financial reporting. Under the direct supervision of the Finance Manager, the Finance Officer will provide the following functions:
- To work under the line management of the Finance Manager to implement tasks directed by the Finance Manager to establish, maintain and develop financial and accounting systems and procedures.
- Ensure that adequate internal controls are in place both in N’Djamena and the field sites.
- Ensure that policies and procedures related to advances, segregation of duties, delegation of authorities, procurement, etc are implemented.
- To ensure that all staff are familiar with basic financial aspects, train and orient office staff with the donor financial requirements and project codes.
- Timely collation and production of financial reports. Ensure proper book-keeping is done in a timely manner.
- Ensure the program’s compliance with HIAS’s accounting policies and generally accepted accounting principles. Ensure that organisational and Head Quarter(HQ) deadlines are met for monthly financial reporting.
- Assist in monitoring grants and programme management budgets and bring to the attention of the Finance Manager any variances. This would entail contributing to monthly meetings with programme officers to interpreting monthly budget monitoring on a monthly basis.
- · Work in coordination with Finance team to prepare top-up requests and cash flow forecasts, to prepare monthly bank and cash reconciliation analysis reports.
- To involve in the preparation of internal and external audits.
- Manage purchase, storage, security and use of all goods and commodities needed by the project in accordance with organizational policy. Keeping and updating Assets Register.
- Ensure that all payments are supported with the adequate documenst and authorized in accordance with the scheme of delegation.
- Ensure uploads are done in Great Plains at least on a weekly basis. Assist in monitoring the expenditures.
- Control of the balance sheet accounts. Check the cash reconciliations and do regular cash counts. Follow up on any outstanding advances on a regular basis.
- Perform other tasks requested by the Finance Manager to ensure smooth running of the project or any arrangements deemed necessary by the Finance Manager to cover the roles for any of finance team in case of absence.
Skills & Competence:
- Bachelor’s Degree in a related area with at least five (5) years of experience in administration of projects, finance and operations.
- Experience and proven track record in financial and human resources management, and administrative procedures and systems.
- Experience working in fragile environments.
- Dynamic, motivated, and flexible leader with creative problem-solving skills.
- Knowledge of major donor rules and regulations, and the ability to manage multi-donor funding.
- Excellent managerial, interpersonal and networking skills, as well as the ability to conduct professional working relationships.
- Proficiency in Microsoft Office, especially Microsoft Excel.
- Ability to manage multiple activities at once.
- Spoken and written fluency in English
- Strong oral and written communication skills.
- Entrepreneurial spirit; Creativity, Be proactive and work as team member.
- Ability and experience of using financial software package, preferably Great Plains.
- Ability to train and coach others
- Ability to deal with people at all levels; partners, staff and donors.
- Attention to detail, ability to meet deadlines and to think ahead and plan.
