Background
Led by IntraHealth International, CapacityPlus is the United States Agency for International Development (USAID) funded global project uniquely focused on the health workforce needed to achieve the Millennium Development Goals. Placing health workers at the center of every effort, CapacityPlus helps partner countries achieve significant progress in addressing the health worker crisis while also having global impact through alliances with multilateral organizations.
In Botswana, the CapacityPlus Project is supporting the Botswana Ministry of Health (MoH) to strengthen the availability and use of high quality health workforce information through a strengthened national human resources information system (HRIS). Specifically, the Project is implementing iHRIS, software designed to capture, maintain and report high-quality health workforce information, enabling a range of data users at the MOH to access Human Resource for Health (HRH) data and print reports from their computers. iHRIS will facilitate and support the Botswana Ministry's need to make informed, data driven decisions about staffing needs and deployment, thus leading to optimum use of resources in addressing health challenges for the country.
Primary Responsibilities
This consultancy focuses specifically on software development and customization of iHRIS. The consultant will be located in Gaborone and support the adaptation of iHRIS to local needs, based on stakeholder (Ministry of Health, Botswana Nursing and Midwifery Council among others) specifications. H/she will work in conjunction with another developer based off site to gather information on iHRIS development needs, communicate frequently and clearly with lead developers based at IntraHealth headquarters office, and provide technical support to address iHRIS development needs. The consultant may also participate in training and skills development of iHRIS users.
Essential Functions
  • Work with Botswana team to identify specific iHRIS development/customization needs for Botswana stakeholders
  • Collaborate with the core iHRIS software development team of IntraHealth to develop new modules/features, reports, and customizations, based on user requirements
  • Develop iHRIS customization as per user requirements
  • Work with launchpad.net to maintain the customizations and developments
  • Import data into the systems; maintain standardized drop down lists for sites using data
  • Develop links between and import data from existing systems (Infinium/Oracle)
  • Write, update and organize technical documentation as necessary
  • Identify tasks which require automation and develop automation systems
  • Participate in training and skills development of iHRIS users
  • Participate in project team meetings/calls and provide updates
  • Additional tasks as assigned
Requirements
Education/Experience Required
  • Degree in computer science or information technology , software development , or related field
  • Minimum 5 years of experience in software development and deployment
  • Thorough knowledge of Linux and open source technologies and approaches
  • Experience working with Open Source software, wiki technology, and Launchpad, and experience working with Open Source development teams
  • Certification or previous experience with Apache, MySQL and PHP (Ubuntu) in Linux environment (LAMP architecture)
  • Previous experience in the development and implementation of HRIS systems desirable
  • Familiarity and some experience with the iHRIS software desirable
  • Expert knowledge of maintaining and debugging live software systems
  • Solid understanding of networking/distributed computing environment concepts
  • Understanding the principles of routing, client/server programming
  • Full knowledge of data structures
  • Previous experience in administration and programming databases
  • Experience with health systems strengthening and/or health informatics activities
  • Demonstrated knowledge of technology training for groups and individuals
  • Ability to manage stakeholder and staff requests to achieve collective goals
  • Great attention to detail and ability to work in a team
  • Fluency in English required; written and spoken
  • Must be a citizen or permanent resident of Botswana
