Senior Information and Communications Technologies (ICT) Engineer
The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,
with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
The Project Directorate’s mission is to provide independent advice to the EIB’s decision makers on the sector policy to be followed and on the quality of investment projects as well as advising promoters on the development and implementation of projects. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental and Social experts), who work together in multi-disciplinary project teams, and in close contact with the other EIB operational services.
Purpose
The Senior ICT Engineer will act as a sector specialist for evaluating the full range of the technical aspects of Telecommunication infrastructure, IT industry / services and related research projects. They will also be expected to promote the understanding of the main issues and challenges of the ICT sector to key decision makers within the Bank as well as to present the Bank’s contribution to the external world, including the European Commission and other international bodies and peer groups concerned with the sector.
Operating network
The Senior ICT Engineer will join the Digital Economy and Education Division, which covers both the ICT and education sectors, although the selected candidate will focus on the former. This Division supports and actively develops the Bank’s strategy with respect to its Knowledge Economy/Innovation and skills lending programme and future challenges such as the implementation of new financial instruments, in particular related to the Connecting Europe Facility.
Accountabilities
- Assess the technical and financial viability of capital investment projects and programmes along with the risk profiles of the related business model and technologies
- Cooperate closely with the EIB’s Lending Operations Directorate to identify projects which best address the priorities of the various countries
- Prepare comparative studies for ICT infrastructure projects (including sector strategy, costing methodology, and technology assessments)
- Develop methodologies and analytical tools that allow to evaluate the existing ICT infrastructures in different countries and regions in Europe and outside Europe, leading to formulation of lending priorities and the identification of new business opportunities
- Support and monitor the implementation of financed investments where a considerable workload will be with promoters in areas of less well established project development/implementation capabilities. This involves assisting clients and other Bank services to ensure implementation progress, including setting up and advising Project Implementation/Monitoring Units with the help of external consultants
- Liaise with the European Commission, other international bodies (e.g. OECD, ITU) and IFIs and represent the EIB at selected sector events
- If need arises providing support to other sectors within the division or department may be required
Qualifications
- Advanced academic degree (Master or higher) in relevant engineering disciplines
- A post graduate degree such as an MBA would be an advantage
- Minimum of 8 years of relevant professional experience gained with a corporate in the relevant sectors, consultancy, research institute or financial institution
- Good understanding of preparing and reviewing feasibility studies
- Ability to operate in international environments. Experience in more than one sector and/or country would be an advantage
- Experience with project finance operations, including PPPs, would be an advantage
- Experience of working with other IFIs and familiarity with EU sector policies would be an advantage
- Excellent knowledge of English and French (*). Working knowledge of other European Union languages would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
