FHI360 seeks a qualified candidate for the position of M&E Officer for a HIV/AIDS prevention and care project for key populations in West Africa.
Job Summary / Responsibilities:
The Monitoring & Evaluation Specialist will provide technical leadership for all M&E and research activities for the project, as well as play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan for the project.
Under the direct supervision of Senior Technical Advisor, the Monitoring & Evaluation Officer will be responsible for the following duties:
- Ensure the development and maintenance of a functioning monitoring, evaluation and reporting system for PACTE-VIH project, which ensures that all Implementing Partners (IPs) submit timely, regular and structured monitoring reports.
- Coordinate all project research activities
- Advocate for and promote the appropriate use of research data to inform decision making
- Provide technical leadership in the management of routine data as well as the quality assurance of these data sets
- Direct data auditing and verification to assure internal consistency and validity of programme activity monitoring data reported by all IPs, through quarterly data verification and auditing visits to IPs.
- Ensure that IP programme activity and financial reporting procedures are harmonized and closely integrated and cross-validate programme activity monitoring and financial monitoring data, to increase confidence in both programme and financial data sources of IPs.
- Prepare quarterly and annual programmatic progress updates using approved format by USAID-WA
- Facilitate the interpretation and use of M&E data,
- Facilitate identification of IPs with exemplary performance to serve as a positive example to other IPs, as well as those IPs underperforming and recommend corrective actions.
- Facilitate implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting as required for IPs.
- Provide technical guidance for the implementation of the M&E plan, through training and other on-site support;
- Facilitate review of progress on a quarterly basis; problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed.
- Assist in the identification of potential implementation problems and bottlenecks.
- Any other tasks assigned by the direct supervisor to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of PACTE-VIH project
Qualifications:
- A graduate degree in public health, demography, sociology, epidemiology, biostatistics, psychology or a related field.
- At least 8 years of experience in monitoring, evaluating and research related to public health programs, with at least 3 years of experience with USAID or PEPFAR HIV-related programming.
- Demonstrated experience in HIV/AIDS program target setting and reporting.
- Excellent verbal, written, interpersonal and presentation skills.
- Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems in developing countries.
- Demonstrated English and French language skills (FS-3 level or higher).
- Proficiency with database management software and on-line search tools required.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
