Job Description
Cardno Emerging Markets USA, Ltd (Cardno) is seeking a Chief of Party/Team Leader (COP/TL) with expertise in Workforce and Private Sector Development to support an upcoming proposal in Africa, in new, dynamic and growing markets.
The COP/TL should have strategic vision, leadership qualities, technical expertise, professional reputation, management experience, and interpersonal skills to fulfill the diverse managerial requirements of the project. The COP will manage the technical teams, ensuring coordination of goals and efforts across the entire project effort.
OVERVIEW
The anticipated project will address inadequate Workforce Development in-country, which has created a labor gap in providing sufficient skilled workers for the private sector. Specific sectors include: Transport/ Logistics, Fisheries, Tourism/Hospitality, Energy, Construction, and ICT.
The project team will work in conjunction with an International Donor, various Ministries, including the Ministry of Labor, Education, Commerce, and Higher Education, as well as the private sector, and various NGOs to achieve the following goals:
- Improve and promote technical training
- Improve employability of youth and women in priority sectors
- Develop Small and Medium-sized Enterprises (SMEs) to enhance employment opportunities
- Promote opportunities for employment in priority sectors
- Streamline the overall functioning of the labor market
- Capacity building for labor market among private-sector stakeholders
- 10+ years of experience implementing and managing donor-funded projects (such as USAID and DFID) in Workforce Development, Private Sector Growth, Higher Education, Capacity Building, Economic Growth or any related field.
- Solid background in assessing training needs, technical skills gaps, developing and overseeing training/educational programs, and improving TVET systems.
- Experience initiating public-private partnerships for setting up workshops and practicum labs, supporting and overseeing entrepreneurial initiatives, youth and women/gender capacity building.
- Experience working with or in the private sector, with a goal of growing businesses and employment opportunities.
- Relevant experience in improving job opportunities along value chains.
- Ability to establish successful collaborative working relationships with a broad range of stakeholders, including private sector, government, local organization, other donors and the media.
- Prior in-country experience in North and/or East Africa.
- Master’s degree is required. MBA, Economics or other relevant degrees.
- Excellent written and oral communications skills required.
- Fluency in English and Professional French proficiency is required.
