Title: Director of Strategic Information (Local Candidates Only)
Location: Maputo, Mozambique
The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Foundation’s Mozambique office works closely with the USG team, and the Ministry of Health in Mozambique, including the provincial and district health teams, to support integrated HIV Clinical programs in four provinces. The Foundation’s approach is to support the Ministry of Health in increasing access to family-focused PMTCT and Care and Treatment programs. In line with the Foundation’s mission, the program wants to ensure inclusion of children and ensure their access to quality prevention, care and treatment services.
The Director of Strategic Information is responsible for providing direction and leadership to research, monitoring and evaluation activities. S/He will be the focal point for all elements relating to EGPAF’s image through information systems and relations with the Ministry of Health (MISAU), donors, the community and other stakeholders. The Director will be responsible for the coordination, management and bonding of actions within the strategic information team.
Essential Duties:
Management
  • Integrate planning and coordination of all actions in the areas of monitoring, evaluation and research, including work plans and department budgets.
  • Supervise staff of Organizational Unit.
  • Contribute to production of proposals to obtain financing and to drafting reports for partners and donors.
  • Define and ensure mechanisms, formats and timetables for the management of reports and other significant documentation.
  • Draft program reports of the Foundation.
  • Ensure that internal training actions are conducted on issues relating to monitoring, evaluation, research, documentation, information and image.
  • Act as a member of the senior management team at EGPAF and represent the department of Strategic Information (IE - Informação Estratégica) at external and internal meetings.
  • Answer unexpected requests from donors and external partners in the field of IE.
  • Monitor and evaluate implementation of EGPAF’s Strategic Plan, as well as the annual operating plan.
  • Coordinate with donors, EGPAF headquarters in the US, partners and MISAU on matters of strategic information.
Monitoring and Evaluation
  • Ensure production, analysis and disclosure of data on program performance for support in decision making, and for actions in communication, advocacy, and promotion of the institutional image.
  • Ensure submission of data in a timely fashion.
  • Ensure representation and participation of the Foundation at meetings on Monitoring and Evaluation (M&A –Monitoria e Avaliação) with donors, MISAU, headquarters and other stakeholders.
  • Supervise and guide support given to EGPAF’s provincial programs in the area of M&A
Research
  • Facilitate planning and conception of evaluations regarding EGPAF program impact.
  • Review and approving protocols for research and program evaluations.
  • Provide technical assistance in drafting protocols as needed.
  • Supervise and guide support given to provincial EGPAF programs in the domain of research.
Communication and Advocacy
  • Contribute to documentation and dissemination of lessons learned.
Required Qualifications
  • University degree in the fields of Social Science or Public Health
  • Minimum five years’ work experience in the health sector, particularly in the field of HIV/AIDS
  • Fluent written and spoken Portuguese and English
  • Good knowledge in the area of HIV/AIDS
  • Good knowledge of Microsoft operating systems
  • Strong leadership, communication and planning skills
  • Good knowledge of the rules and standards of the American government;
  • Work experience in monitoring and evaluation, planning and strategic guidance;
  • Work experience in research and program evaluation is an advantage
  • Experience in negotiating financing with donors
