The Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) is the global leader in the provision of data, information and analysis on internal displacement. IDMC monitors all situations of internal displacement, provides quantitative estimates of the numbers of IDPs worldwide, and develops research and analysis which seeks to better inform policy and operational decisions that affect the lives of internally displaced people.
The Geneva based Centre is currently seeking to recruit a Quality and Grants Coordinator to:
• Coordinate the development of a new Monitoring and Evaluation strategy and system for IDMC (M&E)
• Coordinate IDMC’s reporting to donors, ensuring its quality, accuracy and timeliness
• Coordinate the development of IDMC’s funding strategy
• Coordinate all IDMC’s funding proposals, and maintain ongoing relationships with IDMC’ funding partners
• Stay updated on donor trends and priorities and identify relevant funding opportunities to support new projects
• Perform other duties in the department as appropriate
• Coordinate IDMC’s reporting to donors, ensuring its quality, accuracy and timeliness
• Coordinate the development of IDMC’s funding strategy
• Coordinate all IDMC’s funding proposals, and maintain ongoing relationships with IDMC’ funding partners
• Stay updated on donor trends and priorities and identify relevant funding opportunities to support new projects
• Perform other duties in the department as appropriate
Responsibilities:
Monitoring and evaluation (M&E)
- Coordinate the development and implementation of IDMC’s Monitoring and Evaluation (M&E) strategy and system in consultation with NRC and the IDMC Management Team
- Ensure that IDMC’s commitments to donors are followed by action and appropriate funding
- Contribute to the institutional Theory of Change and Logical Framework Approach
- Coordinate the development of monitoring and impact indicators for IDMC’s work
- Monitor all IDMC’s activities, against its logframe and based on the M&E indicators, including expenditures, for its progress towards outputs and outcomes, and report to the Director and Management Team any key issues and anomalies
- Coordinate all internal and external evaluations of IDMC’s work, including IDMC management responses to evaluations.
Funding and external relations
- Coordinate the drafting of funding proposals in line with IDMC strategy and plans
- Ensure ongoing communication and coordination with NRC Head Office’s donor support section, and NRC’s regional representation offices
- Act as focal point within IDMC for all donors / potential donors
- Make timely and accurate recommendations on funding opportunities
- Manage distribution of reports and products to all donors and contacts, in cooperation with Communication department and others.
- Lead on-going monitoring of institutional donor interests and policies
Accurate reporting to donors
- Ensure quality in donor submissions as well as adherence to donor rules and regulations
- Develop and update appropriate reporting and monitoring tools, ensuring its dissemination and compliance with reporting timelines
- Monitor IDMC’s compliance with all donor requirements
- Monitor, analyze and report to IDMC director on a monthly basis all budget estimates and execution to ensure feasibility, consistency, allocable costs, and compliance, including earmarked projects.
- Responsible for proposing and following up on amendments of grants / proposals
- Ensure that grant tracking tools and donor contact databases are up to date
- Ensure complete files of all documentation generated for each grant and donor communications
- Coordinate and draft IDMC’s Quarterly Updates, Annual Appeal, Annual Activity report and other institutional donor reporting documents as needed.
Professional competencies:
- Preferable master degree in e.g Public Policy or/and Administration, Business Administration, Economics, Law, or other relevant field.
- Excellent written and oral communications skills in English required, fluency in French an advantage
- Experience of working in the humanitarian, development, disaster risk reduction and climate change adaptation fields an advantage
- Experience in donor relations and resource mobilization, grants management and M&E systems
- Excellent organisational and computer skills, in particular Excel
- At least five years of experience in design and/or implementation of M&E tools e.g. with national and/or international NGOs, UN organizations, governments, corporate institutions. Alternative, minimum five years of experience in program design or management
- Well documented professional experience with institutional donors and or private donors, such as writing funding proposals and reporting, narratives, budgets and commitments
- ·Experience building strategic institutional partnerships, drafting MoUs, and negotiating in-kind contributions
- Documented experience in developing and reporting against log-frames
- Strong skills in financial analysis
