Title: Senior Director, Project Management & Quality Assurance (PMQA)
Location: Maputo, Mozambique
The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.
The Foundation’s Mozambique office works closely with the USG team, and the Ministry of Health in Mozambique, including the provincial and district health teams, to support integrated HIV Clinical programs in four provinces. The Foundation’s approach is to support the Ministry of Health in increasing access to family-focused PMTCT and Care and Treatment programs. In line with the Foundation’s mission, the program wants to ensure inclusion of children and ensure their access to quality prevention, care and treatment services.
The Senior Director works in a complementary fashion with the Country Director to effectively lead and manage the Mozambique Country Programs across functions and areas. S/he imparts a unified programmatic vision and ensures that program activities lead to achievement of program goals and objectives in a timely fashion. S/he works closely with staff at the Maputo office and in the provinces in the development, implementation, monitoring, and evaluation of project management processes. S/he plans, organizes and manages activities while ensuring that project management and quality standards are met and monitored. S/he provides leadership and management to the projects and is accountable for the quality of project deliverables. S/he interacts productively and proactively with a wide variety of internal & external stakeholders. The Senior Director will lead the development and coordination of all project work plans, and reports, and will closely participate in the development of budgets and new business proposals. S/he oversees the entire country programs in the CD’s absence.
Essential Duties:
- Support the Senior Management Team in the design, implementation, and monitoring of activities to achieve the results assigned by CDC and other donors.
- Identify and implement management systems with standard operating procedures relevant to project management.
- Ensure that all processes required for Project Management & Quality Assurance are in place, that they run smoothly, adhere to technical quality, support programmatic objectives, and comply with contractual requirements and applicable regulations.
- With the support of the Senior Management Team, ensure appropriate integration of tools into activities’ design and contribute to management cross-fertilization within EGPAF Mozambique.
- With the support of the Director of Operations, assigned budget liaisons, Project Officers and Senior Management Team, develop work plans closely aligned with programs’ technical design and in compliance with established standards and procedures. Monitor activities implementation and budgets, and adjust activity accordingly. Regularly review financial reports with the Mozambique Country Director and Director of Operations.
- Identify and/ or develop linkages among project activities.
- Build the capacity and mentor project staff in the implementation of project management processes.
- Supervise selected staff, as well as consultants under his/her management.
- In conjunction with the Strategic Information team, develop high-quality M&E plans, monitor activities’ results, and support evaluation activities.
- Review and approve the distribution of programmatic reports, manuals, training materials and communications products in collaboration with CDC and other donors and stakeholders, Cooperating Agencies and other technical assistance organizations, host-country institutions and other clients, and other EGPAF staff.
- Keep Mozambique Country Director and other SMT members informed of project activities, challenges, and team dynamics through scheduled meetings.
Required Qualifications
- Master’s degree in management, public health, or social sciences relevant to the field of project management.
- Minimum of 10 years senior-level experience implementing or managing projects in Mozambique.
- Demonstrated leadership qualities, broad technical and management expertise and experience.
- Demonstrated competence in concepts and issues in organizational development and change management. Experience conveying these concepts to health technical staff. Demonstrated ability to transfer project management techniques and skills to colleagues, partners and local organizations.
- Demonstrated capacity to effectively engage and coordinate with international donors and technical agencies, as well as with national or regional based institutions.
- Previous experience managing USG funded programs and excellent understanding of contractual requirements.
- Fluency in Portuguese and English (written and oral).
- Grants management and budget oversight skills and experience
- Excellent writing skills.
- Computer skills essential; knowledge of Windows applications for word processing, spreadsheet software, and PowerPoint preferred.
- Ability to travel nationally and internationally as required.
