PROGRAM BACKGROUND
International Medical Corps is deploying an emergency response team (ERT) to assess the country after the Ebola Virus Disease (EVD) outbreak starting in May 2014. The ERT will assess the provision of direct clinical care. The ERT will expand the current activities including: health education, health awareness, surveillance and contact tracing support.
JOB SUMMARY
The Human Resources Manager will work under the direct supervision of the Finance/Admin Director with close coordination from the International HR HQ Office to support Programs and Personnel implementing humanitarian and emergency relief programs in emergency response locations and will be based in the Country Office.
ESSENTIAL DUTIES AND RESPONSABILITIES:
International Staffing and International Volunteer related
- Develop an emergency response orientation package for incoming international staff, with guidance from International HR HQ Office and insure dissemination to each in-coming international staff, including Security Briefing;
- Assist in orienting all incoming professional volunteers/expats in country and ensuring that orientation schedule, living allowance ,time sheet and separation check list forms are given to them at their arrival etc;
- Produce and disseminate requests for international positions;
- Work in coordination with IMC International HR’s Human Resources, Recruitment and Travel departments and staff to facilitate recruitment of international staff and insure rapid deployment of critically needed international and national staffing positions;
- Management and scheduling of all Change of Status documentation, in conjunction with Program Sector Senior Management and compliance with IMC HQ’s International HR policies and procedures;
- Assist with all R&R requests by international staff, and assure program staffing coverage during international staff R&R leave;
- Manage schedules, orientation, housing, and support of all incoming professional volunteer international staff (TDY’s), in conjunction with Program staffing needs and HQ HR’s professional staff availability;
- Collect and submit applicable separation paperwork to the International HR HQ office and Emergency Finance Admin Director in country of operation for all volunteers and expats departing the field locations.
- Collect timesheets for international staff and volunteers, Leave requests and prepare leave tracking reports. Submit the same to Finance Admin Director.
- Act as a main counterpart to International HR in the HQ office and ensure that all HR paperwork is submitted and on file timely.
- Assist Finance Officer in preparation of international staff payroll roster
National Staffing-related
- Assist the responsible in-country personnel that oversees national staff in the development of staff requisitions for national positions
- Ensure that all local staff, consultants and volunteers have valid contracts (either employment contracts or time-limited contracts for different type of services and assistance)
- Assist the Human Resources Manager for National Staff and her staff in developing accelerated emergency full cycle recruitment for national positions; includes interviewing national staff;
- Provide training to HR national staff on human resource and recruitment processes, and supervision of national HR staffing build-out in IMC Field Site Offices and Sub-Offices;
- Working with the Human Resources Manager for National Staff and insure compliance with all local National Personnel Laws, Statutes, and Protocols;
- Review Job Description of HR National Team and revise as needed; ensure that all Job Descriptions are on file and signed by the staff
- Collects national staff timesheets.
General:
- Participate as a member of the Senior Management Team meetings and coordination processes;
- Experience working with IMC, in area of finance, administration or human resources.
- Orientation on IMC’s policies and procedures with regard to international staff investigations of misconduct, performance evaluations, and causes for dismissal.
- Insure and orient on checklist for International/National staff personnel files so team can update and complete;
- Complete other Human Resource related tasks as identified by the Country Director and the Finance/Admin Director
- Other duties as assigned by the supervisor.
Qualifications:
SKILLS & REQUIREMENTS:
• Bachelor's degree required; advanced degree or equivalent combination of education and work experience preferred
• Minimum four years of human resources experience; with two years experience in administrative or human resource support functions with a humanitarian non-governmental organization
• Experience in setting up and managing administration and human resource management systems in an emergency response setting.
• Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
• Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
• Ability to operate at advanced levels of authority and manage significant activities, budgets, and resources to produce and take responsibility for results
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively.
• Demonstrated skills in conflict management
• Proven ability to solve problems independently without direct supervision.
• Ability to work both independently and as part of a team
• Strong organizational and work prioritization skills and attention to detail
• Knowledge of International Medical Corps systems and procedures desirable.
