PROGRAM BACKGROUND
International Medical Corps is deploying an emergency response team (ERT) to assess the country after the Ebola Virus Disease (EVD) outbreak starting in May 2014. The ERT will assess the provision of direct clinical care. The ERT will expand the current activities including: health education, health awareness, surveillance and contact tracing support.
JOB SUMMARY
The Emergency Monitoring and Evaluation Coordinator is responsible for developing effective monitoring systems to collect information and clinical trends related to Ebola emergency response activities in compliance with donor and program requirements. The M&E Coordinator will be responsible for designing, tailoring and implementing program monitoring and evaluation systems in coordination with the field technical and operational teams. This person is also responsible for analyzing, interpreting and communicating information to promote informed decision-making for on-going and future programmatic activity.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Establish and manage clinical information management systems and data collection mechanisms;
• Coordinate with the International Medical Corps program team and external actors to effectively and accurately report on the provision of parallel services for beneficiaries;
• Implement and train on program monitoring tools (e.g. patient records, contract tracing, etc.)
• Provide support to technical staff in monitoring of the Ebola emergency activities (i.e. correct use of tools, data reporting procedure, etc.)
• Coordinate with technical focal points on the use and interpretation of data;
• Coordinate and lead rapid assessments with prompt analysis and dissemination among stakeholders, where applicable;
• Establish and maintain feedback mechanisms of program results for decision making;
• Adapt quality assurance tools supported by International Medical Corps and perform quality assurance checks to ensure accountability in programming;
• Ensure documentation of organizational learning by capturing IMC's approach and results, particularly around Ebola case management;
• Support the writing and submission of reports to stakeholders, including donors and ministries;
• Participate in M&E related meetings with donors, international partners, and government
• Assist in the capture of lessons learned and best practices for the Ebola emergency response
• Perform other duties and responsibilities as required
Qualifications:
QUALIFICATIONS:
• Masters level or higher degree in epidemiology, public health, social sciences, health information management, biostatistics or a related discipline;
• At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks, preferably in health and nutrition sectors;
• Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
• Experience with M&E approaches for key donors such as OFDA, ECHO, and DfID
• Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis;
• Experience developing and implementing monitoring and evaluation plans
• Experience with survey and rapid assessment approaches
• Experience in database design and other tools for information management
• Competent in MS Excel, word processing, Power Point and experience using the statistical package EPI-Info is essential. SPSS and STATA, GIS applications are a plus;
• Fluency in written and spoken English is essential
